The City of Richmond Department of Social Services Division of Economic Support and Independence is seeking multiple highly qualified candidates for the position of Human Services Technician. Selected candidates will work in our Customer Care Center or within a benefits team to provide technical, administrative and customer service support to Human Service Technician, Seniors and Social Caseworkers assisting with the management of paperwork and processing applications for the purpose of determining eligibility for those who apply for benefits.
The position performs a variety of routine technical, administrative and customer service support functions related to the determination of eligibility of individuals and families for financial assistance, medical assistance, child care, VIEW, as well as SNAP (formerly known as Food Stamps) or other programs involving financial eligibility.
Duties include but are not limited to
- Greeting customers and assists in completing forms;
- Entering customer information on applicant forms;
- Screening and reviewing applications used to determine eligibility;
- Entering information into agency automated systems and generating reports as needed;
- Preparing case records and written recommendations pertaining to cases assigned;
- Performing routine office tasks such as answering telephones, copying and scanning documents, preparing agency correspondence, mail processing, and filling;
- Assisting customers with Common Help (on-line system) to complete and manage client benefit applications for Medicaid, TANF and SNAP;
- Assisting with registering and filing clearances through State benefits systems;
- Gathering report facts, reading and interpreting complex public assistance policies and regulations;
- Other related duties as assigned.
**City of Richmond Department of Social Services employees may be required to work during inclement weather and during declared emergencies.**
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in Social and human services programs; Basic math; Familiarity with using standard office equipment such as computers, photocopiers, fax machines, etc.
Demonstrated skills in reading and oral comprehension in regards to interpreting and applying established guidelines, policies, processes, and procedures; Microsoft Office Suite (e.g. Word, Excel, and Outlook); Data entry; Gathering data and reporting data accurately; Excellent interpersonal, and oral/written communication; customer service; Basic mathematical computations.
Demonstrated ability to learn and effectively use human/social services systems and software programs; read, learn, and interpret policies and procedures; multi-task; exercise sound judgment.
MINIMUM TRAINING AND EXPERIENCE:
- High School Diploma or GED;
- 3 years of administrative support experience;
- 1 year in a human services environment preferred;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- None required
PREFERRED TRAINING AND EXPERIENCE:
- Associate’s Degree or above;
- Microsoft Office experience is preferred;
- Customer Service experience is a plus;
- Bilingual is a plus.
