Job Summary

This position offers a hybrid work schedule which includes telework days and in office days at a DLI office building.

The incumbent in this position will direct and manage development of continuing education for building officials, rules pertaining to construction codes, code development, and the Building Official Training municipal grant program for the Construction Codes and Licensing Division. This includes supervision of daily activities and budgetary oversight of the Education, Codes/Rules Unit, and the Grant Program.

The incumbent must develop project goals, methodologies, and procedures; provide technical guidance; ensure staff is sufficiently trained to achieve compliance with legal requirements and overall adherence to statutes, laws, rules, and regulations; interact with all division units to ensure consistency in continuing education regarding construction codes and licensing activities; and provide management, development, and assistance on special projects; as well as perform other duties as assigned.

Qualifications

Minimum Qualifications

  • Four (4) years of professional experience in two of the four following areas:
    • directing, managing or participating in the development and implementation of the State Building Code and/or Minnesota Rules,
    • participating in the development and implementation of continuing education materials or online training programs,
    • participating in the state and national code development process,
    • directing and managing of grant programs
  • Currently credentialed as a Certified Building Official in Minnesota, or Licensed Design Professional architect or engineer in Minnesota.
  • Demonstrated leadwork or supervisory experience sufficient to effectively supervise and direct the work of assigned staff.
  • Working knowledge of the State building code.
  • Ability to provide expert level technical support and consultation to promote safety standards in construction practices.
  • Written and verbal skills sufficient to communicate effectively and provide guidance to construction industry related stakeholder groups.
  • Ability to relate and communicate effectively with individuals who do not share the same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
  • Knowledge of state employment laws and rules, state organization, employee bargaining agreements, state fiscal policy and procedures and the legislative process.
  • Knowledge of all phases of building construction; including structural, electrical, plumbing and heating systems, building material properties; building manufacturing procedures; principals of engineering and operation of inspection or approval agencies.

Additional Requirements
