General Statement of Duties
An employee in this class is responsible for repair and maintenance of park facilities. Work involves the supervision of park maintenance staff and contracted workers engaged in a variety of parks, athletic fields, and grounds maintenance activities including cleaning, removing trash, mowing grass, grading, landscaping, fertilizing, tree pruning, and other maintenance and construction tasks. Work requires the employee to determine, and project needed equipment and supplies, determine the priority and schedule of work assignments, and reassess daily work objectives based upon the schedule of recreational, athletic, or special events. Work is performed in accordance with established ordinances and policies and horticultural practices. Work requires attention to details, exposure to inside and outside environments, extreme temperatures, and exposure to vibrations, noise, gases, mists, odors, and oils. Work is evaluated by the Parks & Recreation Director through conferences, written reports, observation of work, and appearance of parks, recreational, and athletics facilities.
Duties and Responsibilities/Knowledge, Skills, Abilities
Plans, schedules, and supervises the maintenance of the County parks, recreational facilities, and athletic fields; supervises maintenance workers engaged in maintenance of these facilities and grounds. Supervises horticultural work in development and maintenance of public parks including pruning, planting, mowing, raking, and construction of walks, trails, fences, and concession areas. Inspects Park and recreational facilities and equipment periodically to determine basic needs; prioritizes equipment, maintenance and building requests.
Confers with departmental personnel concerning overall maintenance and repair procedures; gives guidance and assistance in the execution of assignments and responsibilities; trains and instructs employees on areas of assigned work. Secures supplies, materials, and equipment; estimates cost of repairs and improvements; prepares records and written reports; makes recommendations for annual budgetary needs. Instructs work crew in safe work practices pertaining to use of tools and chemicals, exposure to human body fluids and hazardous materials. Maintains records for safety inspections, turf maintenance and chemical applications; maintains inventory of equipment and stock. Assist in general administrative duties of the department; maintain comprehensive work records, maintenance records, accident records, vehicle and equipment maintenance records; collect information and data for various reports; prepare reports and statistical analysis to aid and plan an evaluation of park maintenance programs; assist preparing the annual budget for the Parks division; make cost projections and review bid proposals as requested; and monitor inventory of parts and equipment for the Parks division. Assist with the preparation of employee performance reviews for park maintenance employees. May participate in work to accomplish task.
Desirable Education and Experience
Associate’s degree in landscaping, horticulture, or related field and considerable experience in grounds maintenance and building trades work including supervisory experience; or equivalent combination of education and experience.
Special Requirements : Possession of a valid North Carolina driver’s license. Possession of a pesticides license as issued by North Carolina or ability to obtain within one year.
Possession of Playground Inspector Certification or ability to obtain within one year.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions.
Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects.
Must possess the visual acuity to work with data and figures, operate equipment and vehicles, monitor work site progress, and inspect and assure the Park Maintenance accuracy and thoroughness of work.
