Clarification from the agency
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Defense STRL Positions to recruit and appoint qualified candidates to positions in the competitive service.
Duties
- Serves as a Principal Deputy Director and Supervisor administering a Directorate comprised of multiple major engineering, scientific, and/or technical competency areas having a national or international impact.
- Incumbent provides stewardship, consultation, and encouragement for complex and/or creative mission critical research pursuits in physical, biological, or engineering sciences, or other fields closely related to the mission.
- Plans and prepares comprehensive program plans (cost, deliverables, schedules, budgets, forecasts, etc.) for the execution of multifaceted projects.
- Manages the execution of funds for projects and personnel.
- Negotiates and resolves complex technical issues (e.g. authority, responsibility, engineering compromises, etc.) for the organization.
- Works with Directorate Director, Assistant Directors, Associate Directors, Division Chiefs, peers, and other executive leaders on critical issues involving the vision, mission, goals, objectives and key initiatives of the organization.
- As a supervisor, manages, supervises, and oversees a staff of senior level managers, engineers, scientists, expert technologists, as well as various supporting personnel.
- Spearheads key external engagements within the Army and throughout the Joint Services and the Office of the Secretary of Defense (OSD).
- Spearheads key external engagements with industry and academia for the complex applied research, development, and/or engineering programs associated within assigned portfolio.
- Influences Armys modernization strategy relative to assigned portfolio.
- Serves as a senior leader that provides authoritative advice and recommendations to the Army, DoD, other government agencies, academia, and industry on relevant technology/portfolio areas.
Requirements
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Top Secret with SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires an Official Passport with no travel restrictions or must be able to obtain a passport with no travel restrictions.
- This position has been designated “Mission Essential”.
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Incumbent is required to submit a Financial Disclosure Statement, OGE- 278, (5CFR part 2634, Subpart-B – Persons Required to File Public Financial Disclosure Reports, Ethics in Government Act of 1978), upon entering the position and annually.
- Financial Disclosure Statement is in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

Qualifications
Workforce Flexibilities for the Science & Technology Reinvention Laboratories (STRL) waives the requirements of Title 5 CFR 330.104 allowing for the utilization of one subject matter expert (SME) when considering demonstrated exceptional experience or a combination of experience and education in lieu of a candidate’s meeting the Office Personnel Management (OPM) individual occupational qualification requirements for science, technology, engineering and mathematics (STEM) positions. When considering the qualifications of a candidate who does not exactly meet the educational requirements for a particular series, one SME may conduct a comprehensive evaluation of an applicant’s entire background, with full consideration given to both education and experience. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Engineering Series -0801:
A. Bachelor’s degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); “OR” (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure – Current registration as an Engineer Intern (El), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Ri co. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test – Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses – Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum – Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Basic Requirement for Computer Scientist 1550 series: Degree: Bachelor’s degree (or higher degree) in computer science or bachelor’s degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
Basic Requirements for Physics Series 1310 series: Degree: physics; or related degree that included at least 24 semester hours in physics. or Combination of education and experience courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education, in either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
Basic Requirements Operations Research Series 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

- This announcement uses the Mission Support (STRL) direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
- This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands.
