Essential Functions
- Receives and evaluates legal documents which affect GIS database; determines their effect and the area to which they apply.
- Interprets legal documents, creating spatial information such as right of ways, tax parcel boundaries, boundaries of taxing bodies, and other legal boundaries required for tax administration, using Esri ArcGIS Pro Parcel Fabric software and following GIS standards.
- Enters and maintains specific data into the County’s tax system database, Tyler Enterprise Assessment and Tax (iasWorld).
- Performs all assigned changes continuously during the year, as documents arrive, maintaining that the GIS data is current.
- Using cartographic standards, produces standard map products.
- Develops and maintains GIS skills at a current level by means of training provided.
- Answers routine questions from the general public and other government units, assisting them to understand and use standard cadastral mapping products.
- Receives and accurately accounts for money from the public for the purchase of standard map and digital products, maintaining required financial records accurately.
- Maintains work tracking and change history databases.
- Assigns addresses in unincorporated Lake County, and in municipalities requesting this service.
- Participates with other sections in the design or modification of standard map and digital products.
Knowledge Skills Abilities and Education Required
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Required Skills:
- Knowledge of geographic information system principles and possession of skills equivalent to a two-year GIS certification program at the college level.
- Knowledge of legal records affecting property ownership and the establishment or alteration of property boundaries.
- Knowledge of legal principles affecting the legitimacy of intended actions in legal documents.
- Knowledge of legal records affecting boundaries of taxing districts.
- Knowledge of survey geometry, including the Public Land Survey System.
- Knowledge of surveying practice equivalent to that obtained by completing one or more college level courses in surveying and related mathematics.
- Ability to create boundaries and other features using the County’s GIS software, Esri ArcGIS Pro Parcel Fabric.
- Ability to interpret field surveys, including plats of subdivision, metes and bounds descriptions and legal descriptions.
Preferred Skills:
- Some knowledge of the property tax cycle and the roles of various agencies in the tax process.
- Experience with working with Tyler Enterprise Assessment and Tax (iasWorld).
- Basic understanding of core GIS technology and principles
- Knowledge of address system principles and common USPS standards.
- Ability to process complex legal documents from intake to completion of spatial and attribute database updates.
