Basic Function
The current vacancy is in the Ramsey County Human Resources Benefits-Workers Compensation team. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.
As a Claims Specialist 2, you will handle workers’ compensation claims throughout the entire claim lifecycle, from inception to settlement. Primary responsibilities include investigation, determination and evaluation of liability and damages, claim maintenance, and setting of proper reserves. You will be expected to exercise proper judgement and decision-making to analyze claims exposure to determine the proper course of action and to appropriately settle the claim. Incumbents at this level typically hold claims reserve and settlement authority of up to $50,000 workers’ compensation. Ramsey County’s workers’ compensation program is self-insured and self-administered.
This position will evaluate and maintain records, manuals, events or reports, and audit personnel and insurance-related transactions and documents in order to ensure accurate benefits, personnel, and/or payroll records for Ramsey County employees and retirees; respond to internal and external requests for workers compensation, benefit, or personnel information; to advise and instruct departmental staff of the proper methods for completing and processing transactions and other related documents; to perform other functions and related duties as assigned.
Flexible WorkplaceThis position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two days per week are performed in the office and other days can be performed in a remote-first environment. Examples of Work Performed
Claims Specialist
1. Assist in the management of any work-related injury or illness claims reported to the County’s workers’ compensation program.
2. Conduct preliminary investigations of work injury claims under Minnesota Worker’s Compensation statute; consult with legal counsel regarding compensability as needed.
3. Interview injured workers, supervisors, and witnesses to gather necessary claim documentation, calculate workers’ compensation benefits, prepare and submit all necessary state forms to ensure compliance and maintain claim information in an electronic claims system.
4. Correspond with and obtain information from attorneys, medical providers, employer contacts, rehabilitation consultants and the claimant regarding continued wage loss, prior history of injury/illness, medical treatment, and/or other pertinent issues to determine ongoing county liability and update the reserve status of the claim.
5. Calculate accurate wage loss benefits for employees missing time from work due to injury utilizing statutory formulas and applicable union contracts or personnel rules. Communicate wage replacement benefits to Central Payroll and HR PBTA’s (Personnel Benefits Transactions Assistants) to ensure timely payments.
6. Coordinate the review of medical expenses with the medical bill review vendor and authorize medical payments as appropriate. Utilize and assign medical case management services where needed to optimize the medical treatment plan.
7. Maintain regular contact with the employing department and any necessary vocational rehabilitation services regarding medical developments and return-to-work coordination.
8. Generate standard reports for distribution or discussion with department contacts or safety committees.
9. Participate in the implementation and enhancement of the electronic claims administration software application.

Minimum Qualifications
Education: High school graduation or equivalent.
Experience: Six years of clerical experience including at least two years of experience as Human Resources Benefits, Claims, Transactions Specialist 1 OR one year of experience as a Personnel Transactions Assistant, a Personnel and Benefits Transactions Assistant, or equivalent.
Substitution: A Bachelor’s degree in business administration, public administration, human resources or a field related to the area assigned may substitute for four years of the clerical experience.

The examination for Human Resources Benefits, Claims, Transactions Specialist 2 (Workers Comp) will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Human Resources Benefits, Claims, Transactions Specialist 2 (Workers Comp) This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy.
