JOB TITLE: Community Recreation & Events Project Manager
CLASSIFICATION: Non-Exempt

SUPERVISOR: CRE Director and Deputy Director
SALARY: $46,695 to $56,034 annually
GENERAL JOB DESCRIPTION
To create scope of work for CRE construction projects, solicit bids, perform the technical review of plans, reports, and specifications; assist with design and administer CRE projects; respond to citizen concerns; and to provide complex and administrative support to the CRE Director and Deputy Director.
PRIMARY DUTIES AND RESPONSIBILITIES
- Plan, direct, coordinate, and review the work plan for the Community Recreation & Events Department; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
- Serve as liaison for the Community Recreation & Events Department with other City Departments, divisions, outside agencies, contractors, and architects; negotiate and resolve sensitive and controversial issues. Conduct research on State laws and City Code Administrative procedures; represent the department to other departments, divisions, and the general public; make presentations and perform surveys and data reduction; provide assistance to developers and engineers in reviewing project recommendations.
- Act as project manager responsible for all aspects of Community Recreation & Events projects relating to design and construction, including preparation of plans, cost estimates, contract documents, service procurement, quality control, budgeting and coordinating efforts. Conduct investigations and operational studies; recommend modifications to construction programs, policies, and procedures as appropriate; maintain and update the City Standard Specifications. Stay abreast of new trends and innovations in the field of construction inspection and management. Maintain awareness of new developments in the field of construction inspection; incorporate new developments as appropriate into programs.
- Oversee the administration of Community Recreation & Events construction contracts. Develop and compile specifications and cost estimates. Issue Field Orders and Contract Modifications as necessary. Verify project progress and approve contractor payments. Work with private contractors, engineers, architects, utilities, and staff on construction contract procedures; ensure compliance with procedures.
- Direct the inspection of work quality and materials testing used in a variety of Community Recreation & Events projects during various stages of construction and remodeling to ensure compliance with applicable codes, ordinances, and regulations. Ensure construction activities comply with pertinent laws, codes, and regulations; ensure sampling of materials for examination or analysis by laboratories; ensure routine materials and density field tests to assure material and workmanship quality; coordinate results of tests.
SECONDARY DUTIES AND RESPONSIBILITIES
- Perform other duties and responsibilities as required.
- Maintain detailed data of construction progress and inspection, review reports on daily operations and activities. Assure all regulations, codes and requirements are always consistently and applied. Assure current ADA Regulations are adhered to in the build out of City right-of-way.

- Establish and maintain effective working relationships with those contacted in the course of work.
QUALIFICATIONS FOR THE JOB
Required:
Four (4) years of increasingly responsible administration, construction management, and inspection experience including two (2) years of supervisory or project management responsibility.
Preferred:
Associates degree and four (4) years’ experience in construction administration, inspection, or field testing.

Working Environment:
Office/field environment; travel from site to site; exposure to noise, inclement weather conditions, dust, mud, hot oil, cement dust, toxic materials, and other construction materials. Working near heavy construction equipment and traffic.
