1) Social Services Supervisor – Supportive Housing
This position will supervise the Supportive Housing Unit, a central housing resource for individuals and families experiencing a housing crisis in Dakota County. The Supervisor leads the Supportive Housing Unit staff in providing emergency shelter, financial resources, assessment and case management to those that are homeless or in unstable housing. The Supervisor manages financial resources available to assist families with housing crisis, builds relationships and coordinates with internal and external partners, and develops and maintains internal policies and processes. The Supervisor leads the team to serve households in a responsible, professional, innovative and respectful manner, ensuring that basic needs, health and well-being are met while promoting client self-sufficiency. The Supportive Housing Unit works closely with the local family and domestic violence shelters, Dakota County departments (economic assistance, social services, crisis response), Dakota County Community Development Agency, Minnesota Housing, MN Department of Human Services and other local community agencies. This position is hybrid with telework, work in the community, and located out of our Northern Service Center in West St. Paul.

2) Social Services Supervisor – Prevention
This position will supervise the Eviction Prevention Program Team, a grant funded program. The team assists Dakota County residents to pay back-due rent and utilities and provides services in order to prevent evictions. The position is currently available through December 31, 2024 unless funding expires sooner, with an opportunity to be extended further. The supervisor ensures smooth program operations and service to County residents. Evaluates and provides guidance to new and existing staff to ensure program integrity and excellent client service. Ensures Dakota County residents’ basic needs, health and well-being are met to promote client self-sufficiency. This position is hybrid with telework, work in the community, and located out of our Northern Service Center in West St. Paul.

3) Social Services Supervisor – Shelter Program
*The ability to work on-call hours is a requirement of this position
This position will supervise the Shelter Program, a grant funded program and is currently available through December 31, 2024 unless funding expires sooner, with an opportunity to be extended further. This supervisor position manages the operations of emergency shelter, which is currently operating as a hotel-based shelter and supervises staff who support shelter guests. Shelter operates 24 hours a day, 365 days per year. This position oversees a rotating schedule of social workers working on-call and must be available to support as needed. The Supervisor leads the team to serve households in a responsible, professional, innovative and respectful manner, ensuring that basic needs, safety, health and well-being are met while supporting shelter guests move into housing. This position is primarily located out of the shelter program location in Dakota County with some telework and work out of our Northern Service Center in West St. Paul.

Minimum Qualifications
• Bachelor’s degree in Social Work, Psychology, Sociology, or Human Services
AND
• Two years full-time experience working in a social services/human services agency
AND
• Valid Driver’s License

Preferred Experience beyond Minimum Qualifications:
• Master’s degree in Social Work, Psychology, Sociology, or Human Services
• Two years experience as a lead worker, supervisor, or manager in a related service area
• Three years direct service experience working with clients experiencing homelessness or other housing crises
Duties & Responsibilities

Duties for Supportive Housing Unit, Prevention, and Shelter Program Supervisor Positions:
1. Plan, design, and direct the implementation of new and existing programs, processes, and initiatives.
2. Analyze and interpret legislation, rules, and statutes to develop policy.
3. Manage daily unit operations and coordinate with other units and departments.
4. Supervise program staff positions to ensure comprehensive and quality service delivery to County residents.
5. Initiate and complete the hiring of staff, manage personnel issues.
6. Perform special projects as assigned.
7. Ensure best practices are followed for program delivery, including health and safety procedures.
8. Manage contracted services and oversee the provision of services related to contractual agreements and governing entities.
9. Serve as primary liaison with partners, including community agencies and law enforcement to resolve challenges, and maintain positive community relationships.
10. Prepare and deliver community education programs.
11. Represent the agency in legal settings, internal and external workgroups, and advisory committees.
12. Track trends, provide data and reports, and complete HMIS and other reports as needed.
13. Participate in planning for future program development.
14. Demonstrate a commitment to increase cultural diversity County wide and actively support the County’s diversity initiatives, and work to address the needs of diverse and underserved communities.

Duties Specific to Social Services Supervisor – Shelter Program position:
1. Manage 24 hour/365 day shelter operations and services provided to shelter guests.

  • Ability to analyze and interpret rules, legislation, related regulations with respect to content and impact on the organization and Dakota County residents.
  • Ability to assess complex life situations and make related decisions and recommendations to resolve problems.
  • Demonstrated ability to promote trust and accountability by maintaining sound program and fiscal management, clear policies and procedures, operational transparency, and credibility among stakeholders.
  • Ability to direct staff who advise people in crisis and make decisions leading to crisis resolution.
  • Ability to plan, supervise, motivate, and evaluate the work of others.
  • Ability to handle staff conflict and personnel issues in sensitive situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work under stress and use discretion in making decisions which have significant short and long-term impacts on the lives of individuals and families.
  • Ability to prepare and deliver presentations utilizing advanced public speaking skills.
  • Ability to lead projects and teams, determining timelines, assigning responsibilities and monitoring progress.
  • Ability to assess safety and risk factors and make independent decisions.
  • Comprehensive knowledge of computer software and information systems used for the responsibilities of this position, including Microsoft Word, Excel, Access and PowerPoint, and human service data systems such as MAXIS and SSIS.

WORK ENVIRONMENT: See specific job location details in descriptions above. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Equipment used may include, but is not limited to computer, printer, projector, telephone, copy and fax machine.
