A Non-Merit vacancy exists in the Bureau of Prevention, Protection and Preparedness, Animal Services Division, Department of Health and Human Services.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Under general supervision, assists in assigning, reviewing coordinating, and supervising the work of animal services officers, animal services field assistants and other staff engaged in a variety of animal care and protection activities.
- Assists in supervising animal services officers in investigating complaints, inspecting facilities, and enforcing laws, codes, and regulations pertaining to animal services.
- Establishes and monitors daily work schedules and prioritizes assignments.
- Assigns and reviews casework performed by animal services officers.
- Provides assistance and field support to staff. Assists with the issuance of violation citations.
- Testifies in court.
- Provides advice, consultation, and guidance to the animal services field staff.
- Develops and conducts in-service training programs.
- Operates an animal services vehicle. Impounds aggressive, sick, injured, or dead animals.
- Apprehends stray animals and transports them to shelter facilities.
- Rescues and renders first aid to sick and injured animals.
- Performs euthanasia. Assists in the adoption and redemption of animals. Assists veterinarians and shelter staff in handling and assessing animals.
- Assists Supervisor with receiving, responding to and investigating complaints regarding animal cruelty as well as at-large, dangerous, and public nuisance animals.
- Meets with community groups and the public to provide information, education, and instruction regarding animal services field programs.
- Represents the division at meetings with community groups, citizens, other agencies, and other departments.
- Assists with the preparation and maintenance of divisional records.
- Compiles statistics and prepares reports regarding program activities.

Qualifications
Possession of a high school diploma or an appropriate equivalent
PLUS
Four years’ experience in animal care, investigation and enforcement, one year of which were in a lead worker or supervisory capacity.
Knowledge, Skills, and Abilities (Entry Level)
Knowledge of laws, codes, and regulations pertaining to animal protection and care. Knowledge of the principles and practices of humane animal care and protection.

Knowledge of County and agency rules, regulations, policies, and procedures regarding staff administration, and animal services-related activities. Knowledge of County Code, Annotated Code of Maryland, and federal regulations as they apply to animals. Knowledge of county geography and animal population.
Skill in coordinating and supervising animal services field officers and others engaged in a variety of animal services duties. Skill in creating and monitoring staff schedules to ensure uninterrupted service coverage.

Conditions of Employment
Licenses and CertificatesPossession of a valid driver’s license equivalent to a noncommercial, class C Maryland driver’s license is required at the time of appointment.
Physical and Environmental Conditions
The work of this classification may entail the performance of physical labor including bending, stooping, lifting and carrying animals, and the operation of vehicles and equipment. Work requires exposure to potentially hazardous conditions such as rabid animals, adverse weather, traffic, and cleaning supplies.
Conditions of Employment
Employees must obtain certification approved by the Maryland Board of Veterinary Examiners in the performance of euthanasia within one year of employment. Persons appointed to this classification work on a rotating schedule which includes weekends, holidays, and overtime. Employees are subject to call to duty.

Employees may elect basic term life insurance for themselves equal to one time the employee’s annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.
Paid Leave
Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
