The Opportunity
WSDOT is currently seeking two engineering professionals to serve as Consultant Management Engineers in Vancouver, WA. In these roles, you will support the Consultant Management Project Engineer in providing the necessary leadership and strategic planning needed to develop projects, coordinate with stakeholders, public, Region and HQ Divisions and Programs. These positions will lead a group of diverse technical experts while utilizing, implementing, and connecting their work to WSDOT’s Strategic Plan (Vision, Mission, and Values) to guide and assist with the delivery of the Southwest Region design and construction projects.
As managers who serve as liaisons between consultant teams and WSDOT for the delivery of fish passage, safety, and preservation projects, these positions contribute to the WSDOT mission of providing safe, reliable, and cost-effective transportation options. This is accomplished by supporting consultant procurement and managing consultant task orders and agreements, acting as a liaison, and ensuring consultant deliverables and performance, such as design documentation, construction inspection and administration, plans, specials, and estimates, are in compliance with WSDOT policies, procedures, and standards. The Consultant Management Engineers will ensure that community needs and preferences are met, while leading with a focus on customer service for both internal and external customers. These positions are critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.
What to Expect
This position requires occasional travel to and from construction sites to perform oversight. Among the varied range of responsibilities held within this role, the Consultant Management Engineer will:
- Manage a diverse workforce in the development and delivery of multiple projects from scoping through construction administration.
- Create a collaborative environment for WSDOT and consultant teams.
- Lead, motivate, coach, mentor, empower and demonstrate interpersonal skills to a diverse interdisciplinary workforce.
- Provide clear expectations and guidance/direction as well as constructive feedback to team members.
- Coordinate with region Senior Management, Program Management, Project Area Engineering Offices, Subject Matter Expert Offices, HQ Divisions and Programs to determine projects to be delivered by consultants and delivery schedule.
- Develop draft scopes of work for consultant to begin resource/team procurement for assigned projects; act as conduit between WSDOT Region and HQ staff to identify discipline work to be delivered by consultants or be performed by WSDOT.
- Prepare Requests for Proposals (RFPs) and Request for Qualifications (RFQs) for consultant work, evaluate responses, select consultants, and negotiate terms of agreement, including but not limited to scope, schedule, and budget.
- Prepare independent cost estimate and review level of effort for negotiations.
- Provide project oversight and review of consultant project deliverables; monitor and track consultant progress – scope/schedule/budget.
- Represent WSDOT in community outreach efforts with stakeholders to effectively address needs associated with the State transportation system.
- Providing Quality Assurance reviews for consultant-prepared designs to ensure design quality, economy, conformance to standards, and constructability and determining whether consultant work is correct/adequate.
- Prepare for consultant delivery of construction projects prior to the start of construction.
- Make project decisions or concurring with proposed recommendations or resolution of construction issues present by the consultant to align with WSDOT’s needs or criteria.
- Provide review, oversight, and feedback of consultant work in regards to project documentation, material approvals/acceptance, and processing change orders.
Qualifications
To be considered for this opportunity, the following are required:
- Three (3) years of experience managing and leading a design or construction projects (or both), including managing the Agency budget; or
- Three (3) years of experience as a or equivalent.
In addition to one of the above, the following are also required:
- Three (3) years of managing and leading a team of professionals in the delivery of design and construction of projects including supervisory experience providing guidance, mentoring, coaching, motivating staff, and empowering sound decision-making.
- Experience managing and delivering projects as a consultant or as an owner managing a consultant.
- Professional Engineering (PE) license.
- A valid driver’s license.
- WSDOT General Inspector certification or ability to obtain within the first six months of hire.
It is preferred that qualified candidates also have:
- Bachelor of Science in Civil Engineering or related degree.
- Four (4) years of demonstrated and progressively responsible managerial/supervisory experience in managing a diversified workforce.
- Four (4) years of experience as a Transportation Engineer 3 or equivalent.
- Minimum of two (2) years of demonstrated experience planning/scoping and designing complex transportation projects.
- Minimum of two (2) years of demonstrated experience inspecting or administering transportation construction contracts.
- Demonstrated experience or familiarity with environmental documentation and permitting processes in past projects managed.
- Demonstrated experience or familiarity with real estate acquisition processes and easements in past projects managed.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
