General Purpose
GENERAL PURPOSE
Performs a variety of general administrative, technical and first-line supervisory duties as needed to coordinate the establishment, organization, scheduling and operation of specific recreation programs emphasizing participation and instruction in adult sports, youth sports, other recreational activities and special events.

Works under the general supervision of the Recreation and Arts Manager.
SUPERVISION EXERCISED
Provides general supervision to Program Coordinators, Specialists, and various part-time, seasonal, and volunteer personnel.
Examples of Duties
Plans, establishes, organizes and manages programs designed to meet the recreational needs of various groups or categories of participants; supervises the operation and activities of such programs as adult basketball, volleyball, softball, tennis, softball, etc., youth baseball, after-school programs and summer activity classes; determines necessary components (i.e. instructors, facilities, fees, volunteer coaches, game officials and equipment, etc.); may officiate or referee games or assist in coaching; maintains statistics for leagues and tournaments; coordinates and instructs recreation related training; conducts regular meetings.
Responsible for the safety and security of recreational facilities, buildings, and surrounding areas. Assures a safe environment both indoors and outdoors through periodic safety checks of facilities and equipment.
Provides immediate supervision over recreation activities and seasonal, temporary or volunteer personnel; oversees coaches, activity specialists, site supervisors and officiators; monitors and evaluates employee performance; prepares work schedules; reviews time sheets and verifies hours worked; makes recommendations affecting job retention, advancement and discipline.
Controls use of equipment and facilities by signing out equipment and by scheduling reservations for use of public facilities; handles complaints from directors, instructors, participants, organizations; negotiates to achieve solutions which better the recreation programs and services.
Develops program cost projections and recommends budgets; monitors program expenditures to
assure compliance with established financial guidelines; aids in preparation of bids and equipment purchasing.
Assists in public relations by finding volunteer workers and presenting new programs to the general public; completes post-program evaluations to assure effectiveness; registers program participants for arts and culture programs; takes registration information and fees, issues receipts.
Carries out publicity programs; utilizes various forms of media, notices, publications, flyers and brochures to promote city-wide interest and use of recreation facilities and program participation. Collaborates with Communications Staff on all city correspondences, monthly newsletter, social media, media publications.
Implements, coordinates, and administers special events including Fourth of July; collaborates with school district and other departments within the city to coordinate all efforts of community outreach programs offered.
Minimum Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from college with a bachelor’s degree in recreation management, or closely related field;
AND
- Two to three years of progressively responsible experience performing above or
related duties
OR
- An equivalent combination of education and experience.
Special Qualifications:
- Certified Park and Recreation Professional (CPRP) certification preferred.
- Must possess a valid Utah Driver’s License and meet the requirements of the city’s Motor Vehicle policy
- Must be Red Cross certified in First Aid and CPR within six months of hire.
Additional Qualifications/Information
Essential Functions, Knowledge, Skills, and Abilities:
Thorough knowledge of the methods and techniques of developing recreation and community education programs; principles of supervision; fiscal management and budget development; various recreation activities; interpersonal communication skills; first aid, CPR; various recreation registration and planning software.
Ability to administer a large work program; analyze a variety of financial problems and make recommendations; analyze complex planning and development problems and make recommendations; use sports equipment; direct, motivate, develop, and evaluate subordinates; communicate effectively, verbally and in writing; develop effective working relationships with supervisors, co-workers, and the public.
Work Environment:
Incumbent of the position performs in a typical office setting. Some tasks require working outdoors and variety of physical activities. Periodic walking, standing, stooping, sitting, reaching, kneeling, stooping, crouching or crawling required in normal course of performing essential duties. Must occasionally lift and/or move up to 50 pounds. Periodic travel required in normal course of job performance. Work requires flexible schedules including evenings, weekends and holidays.
