About the position

Coordinates and collaborates with city departments to understand GIS needs to ensure appropriate applications, data, training development and solutions are delivered.

Duties and Responsibilities

  • GIS Responsibilities
    • Coordinates and collaborates with other city departments to understand GIS needs to ensure appropriate applications, data, training, development, and solutions are delivered.
    • Communicates and coordinates with all city departments to coordinate and resolve requests for GIS services.
    • Develops plans and coordinates assigned projects.
    • Maintains GIS applications and oversees GIS data inventory practices.
    • Performs quality assurance and quality control over new data and products from other city departments and vendors.
    • Administers the city’s ArcGIS Enterprise and ArcGIS Online environments.
    • Assists with developing GIS integrations with other city applications.
    • Provide technical support to all departments for GIS and related software problems.
    • Create spatial and non-spatial GIS data sets and keep data current and accurate.
    • Manage and maintain enterprise geodatabases
    • Build and maintain web mapping applications using ArcGIS Enterprise and ArcGIS Online.
    • Work with others to incorporate existing data and needs into GIS system and applications.
    • Produce layouts, charts, and GIS-related general posters as requested.
    • Assist city IT staff with installation and upgrading of GIS software and provide hardware recommendations. Configure and support mobile applications using ESRI and other tools.
    • Provide training assistance in GIS and other software applications as directed.
    • Create, maintain and provide documentation of GIS applications and procedures.
    • Implement and maintain information technology security best practices.
    • Ability to communicate effectively with people from all cultures and backgrounds.
  • Other department responsibilities
    • Provide graphics, maps, and geospatial information as directed.
    • Provide technical assistance and troubleshooting for hardware and software problems.
    • Recommend citywide GIS standards and practices and assist staff in ensuring consistency.
    • Communicate with vendors and consultants to specify products and services to meet needs and assist in the recommendation of vendors and purchase of products and services.
  • Other duties
    • Regularly attend GIS user group meetings as requested by supervisor.
    • Develop and maintain professional relationships with other government GIS professionals and within the GIS community.
    • Perform other duties as assigned or apparent.

Minimum Qualifications

  • Bachelor’s degree in GIS, computer science, engineering or related field, or equivalent experience.
  • Three years’ experience with Esri GIS software products (ArcGIS Enterprise including Portal and GeoEvent server, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online and/or other GIS software), with general knowledge of surveying, mapping, data collection and storage, and photogrammetry.
  • Knowledge of Microsoft SQL Server Management Studio and Microsoft IIS.
  • Valid MN driver’s license and access to reliable transportation.
  • Must be able to organize, plan and manage multiple tasks with minimal supervision.
  • Ability to:
    • Establish and maintain a good working relationship with colleagues.
    • Work a flexible schedule including some weekends, evenings, and early mornings.
    • Physically perform all essential duties and responsibilities including sit or stand for prolonged periods of time.

Desired Qualifications

  • Three years of work experience in a governmental agency or engineering consulting firm, preparing plans, graphics and computer databases for municipal-related projects.
  • Three years’ experience with web-based GIS applications and providing user support.
  • Experience in IT including system administration, infrastructure architecture, and GIS software implementation, integrations, and data conversion/migration.
  • Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity. Excellent interpersonal communication and analytical skills.
