Salary Range: Starting $124,827.60 – $132,429.60 (An increase to the annual salary is anticipated and will be determined upon the completion of a compensation study during the summer months)

SUMMARY: The Executive Director of Student Services provides leadership and program oversite to diverse programs and services within the department. This position is responsible for program expansion and services, as well as launching new services as identified throughout the region. In addition, this position administers, coordinates, and supervise directors/supervisors of programs in the department (e.g., Candy Mountain Academy, TC Futures, Student Support, School Health, and 21st Century) in accordance with the policies, procedures, and practices of ESD 123

ESSENTIAL FUNCTIONS:

  • Provide strategic department leadership including the development and monitoring of department and program goals, performance measurement and continuous improvement plans.
  • Provide leadership in the development of new programs, initiatives, and enterprises through grants, cooperatives, partnerships, and other ventures that are aligned with the agency’s missions and regional needs.
  • Assist the Assistant Superintendent in the development and oversight of new services to meet the diverse needs of the agency and state and regional school districts.
  • Collaborate with other districts, ESD leaders, and partners both state and national to share outcomes of student and families supporting state initiatives.
  • Provide leadership training, coaching, and support to a variety of program leaders.
  • Lead large and diverse programs and services and ensure program compliance and outcomes are met.
  • Ensure all departments maintain all subject level policies and procedures that align with agency and applicable laws and regulations.
  • Lead and participate in a variety of meetings with district leaders and agency staff.
  • Lead annual program expansion and monitor data to ensure implementation success and sustainability.
  • Represent all programs at the executive team level.
  • Respond to changing needs of regional districts and partnerships to better support students, customers, families etc.
  • Perform all supervisory personnel functions for ESD 123 staff (e.g., making recommendations to hire, supervising, screening, interviewing, training, evaluating, providing in-service opportunities/professional development etc.).
  • Follow all Board policies and procedures.
  • Maintain confidentiality.

Supervisory:

  • Support and implement ESD policies, regulations, procedures and administrative directives.
  • Oversee hiring process in assigned areas and supervise and evaluate staff as assigned.

  • Manage assigned programs including budget, iGrants, operations and supervision of pertinent staff.

QUALIFICATIONS:

  1. Master’s degree in job-related area.
  2. Minimum of five (5) years of leadership experience with a proven track record of growing programs and building census across multiple stakeholder groups. Experience in education, principal or administrative experience preferred.
  3. Job-related experience within a specialized field with increasing levels of responsibility required.

WSP/ FBI background clearance required.

Requires knowledge of:

  • Organizational management, building systems to improve student learning and aspects of building effective teams
  • Entrepreneurship to create innovative programs
  • Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent codes, policies, regulations, and laws related to areas of responsibility; principles and practices of effective management including employee relations, recruitment and selection; and management theories and practices
  • Educational student support services, counseling and guidance, prevention programs, truancy prevention, health services, discipline processes, at-risk programs, related parent education programs desirable.
  • Effective communication strategies both oral and written
  • Turnaround school experience preferred

Requires the ability to:

  • As ESD work is multi-faceted, entrepreneurial, and expected to meet a variety of needs for schools and districts, successful candidates will need to demonstrate an array of experiences and the ability to be nimble and resourceful.Support and implement ESD policies, regulations, procedures and administrative directives.
  • Work across agencies, districts and departments to integrate services and develop collaborative agreements.
  • Collaborate with district and state partners to accomplish program objectives.
  • Establish and maintain effective working relationships with co-workers, school district staff and administrators, OSPI staff, other ESD 123 staff, workshop/conference presenters, board members, students and the general public.
  • Work under limited supervision.
  • Organize and follow through on multiple tasks, address concerns as they arise, meet deadlines, and plan ahead to meet future needs and goals.
  • Maintains dress and appearance appropriate to a professional office setting.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment; however, travel may be required to local school districts and program sites, and for workshops, committee representation and conferences at local, regional, and state level. Sitting for extended periods of time may be required. Lifts and carries a maximum of 35 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards: Those present in a normal office environment; no known significant hazards.
