Primary Purpose
This position is responsible for the training of other caseworkers in the Income Maintenance unit to the public assistance program in which they will be working in. This positions Provide training for new and existing staff as related to implementation and ongoing use of the NC FAST computer system in which the majority of Income Maintenance Programs will be located. This position also is required to second party review records to ensure that work in the public assistance programs is performed accurately. This position is required to second party review the volume set forth by the state of North Carolina. This position could be subject to review a higher volume than this depending on issues that arise or due to directives received from management or the State of North Carolina. Based upon the findings of these reviews recommendations will be made based on findings to that workers Supervisor as well as the Income Maintenance Administrator. This position is crucial in the administration and provision of public assistance programs to those in Craven County.
Essential Functions
95% Quality Assurance/Eligibility Determination
- Ability to compute complex equations using information technology, as well as addition, subtraction, division, multiplication and percentages.
- Ability to use information technology to enter client information, determine eligibility and enter documentation.
- Ability to apply analytical thinking and deductive reasoning to arrive at reasonable judgments.
- Ability to interpret and apply county, state, and federal regulations, policies and procedures in specific case situations.
- Ability to communicate complex information effectively, with a wide variety of people/clients, staff and supervisors, orally and in writing.

- Possess and demonstrate skills needed to provide effective supervision for Income Maintenance staff in the role of lead worker.
- Ability to perform all functions to carry out Income Maintenance casework when covering vacant caseloads. This position will also carry “relative” cases of other agency staff.
- Ability to intervene and assess client complaints, provide feedback to client caseworker, supervisors and IM Administrator.
- Knowledge of all state and federal human service assistance programs and their eligibility requirements: Food and Nutrition Services, Adult Medicaid, Family and Children’s Medicaid, North Carolina Health Choice.
- Ability to conduct interview/assessments, summarize and interpret findings.
- Knowledge of agency and community programs and services which could assist client.
- Position will provide coverage for vacant casework positions in the Income Maintenance Programs; includes all functions of IMC II level staff – interviews clients and/or collateral contacts to gather information, to secure medical, work history, and other income information, and to determine need and eligibility for human services. Verifies information and investigates discrepancies. Updating new client information into the system as provided by client. Competes applications and redeterminations.

- Ability to use information technology (NC FAST) to determine eligibility to record notes, and to manage records.
5% Miscellaneous
The case worker adheres to other duties assigned by the Income Maintenance Supervisor II, Income Maintenance Administrator, and/or Director at their discretion. The caseworker also assists in disaster relief efforts that includes but it not limited to shelter duty. Assignment to emergency shelter duty during times of potentially dangerous or manmade disasters is an essential function of this position and you shall be required to fulfill these duties when instructed.
Minimum Education and Experience
Two years of experience as an IMC worker or an equivalent combination of training and experience.

Craven County provides eligible employees with $10,000 life insurance and accidental dealth and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense.

Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost.
North Carolina Local Governmental Employees’ Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.
NC401k
Craven County contributes 2% of eligible employees’ gross salary into the 401(k) account regardless of the employee’s deferral amount. In addition, the County matches employee deferrals up to an additional 3%.
Annual Leave
Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.
- Less than two years of service earns 10 days per year.
- Two but less than five years of service earns 12 days per year.
- Five but less than 10 years of service earns 15 days per year.
- 10 but less than 20 years of service earns 18 days per year.
- 20 or more years of service earns 20 days per year.
Sick Leave
Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina.
Paid Holidays
County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary.
Longevity
Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000.
Merit Program
Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year.
