Under direction demonstrates the ability to work with staff, contractors and community partners in a variety of disciplines, and provide outstanding customer service to the public.
ESSENTIAL FUNCTIONS
- Ensures Parks Maintenance Division staff follow maintenance guidelines and standards as well as all Town of Oro Valley policies and procedures.
- Establishes a professional relationship with vendors to ensure contract compliance and that the vendor’s performance is up to Town of Oro Valley’s codes and standards.
- Estimates, orders, and schedules supplies and equipment necessary to complete the work in accordance with the Town of Oro Valley’s finance department requirements and procedures.
- Initiates preventive maintenance.
- Maintains accurate inventory records and ensures internal control of resources.
- Meets on a regular basis with the Parks Supervisor to discuss any pertinent issues, review stated goals and the general state of the parks.
- Meets with the Park Monitors on a regular basis to provide specific information, provide insights into their daily routines and to listen to their specific procedural or park patron experiences.
- Monitors parks and other facilities to identify and correct safety hazards or concerns.
- Operates a personal computer to produce and distribute correspondence, prepare necessary reports, documents, purchase requisitions, financial data, databases, etc.
- Operates hand tools, power tools, vehicles and other machinery related to park maintenance.
- Oversees work, mentors, communicates, hires, evaluates, disciplines, and provides leadership to all department staff.
- Fosters teamwork between divisions, within the department, and with other Town departments.
- Prepares the annual budget in conjunction with the Parks Supervisor and monitors operating budgets.
- Promotes the goals and objectives of the Parks & Recreation Department through public contact.
- Proposes facility improvements and capital equipment and participates in long-range development.
- Provides a continual process of service and maintenance improvement.
- Resolves complaints or problems regarding the maintenance of parks and other assigned facilities.
- Reviews all field and Ramada reservations as well as any upcoming special events and communicates need to park maintenance team.
- Serves as the Parks Maintenance Division liaison on the Town of Oro Valley Loss Control Committee and holds timely and regularly scheduled safety meetings with all the Parks Maintenance Division staff.
- Works directly with all parks maintenance staff to determine daily and weekly operational goals for their respective responsibilities.
- Assists with the forecasting, development and monitoring of the department budget.
- Assists with personnel actions such as selection, promotion, discipline, and evaluations.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to be an active, positive and contributing team member of the Department’s Management Team.
- Ability to communicate effectively both verbally and in written communication.
- Ability to establish and maintain effective working relationships.
- Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.
- Knowledge of all aspects of ground maintenance including irrigation, sports field maintenance, landscape maintenance, playground maintenance and building maintenance.
- Knowledge of management and/or supervision principles and possession of strong leadership skills.
- Knowledge of occupational hazards and safety guidelines.
- Knowledge of park maintenance and beautification methods and techniques.
- Knowledge of Town and Department policies and procedures.
- Skill in prioritizing and monitoring park maintenance activities.
- Ability to demonstrate flexibility and judgment in difficult or stressful situations.
MINIMUM QUALIFICATIONS
- A bachelor’s degree in public administration, Parks and Recreation, National Resources or related field.
- Five (5) years’ experience in landscaping, irrigation, turf landscape management, repair of parks, large outdoor athletic complexes, or construction and facilities maintenance facilities.
- Two (2) years’ experience in a supervisory capacity.
- Must possess or be able to acquire a Certified Pesticide Applicator license for the State of Arizona.
- Ability to pass NRPA’s Certified Playground Safety Inspector program.
- Certified Park and Recreation Professional (CPRP) certification.
- Must possess a valid Class D Arizona driver license upon the first day of employment.
- An equivalent combination of education and experience may be considered.
ENVIRONMENTAL FACTORS AND WORKING CONDITIONS
- Work is performed in an outdoor environment.
- Regular and reliable attendance; may work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
