The City of Imperial Beach Parks, Recreation and Community Services Department is seeking a Management Analyst. We are seeking someone who enjoys working on a variety of projects, loves interacting with internal and external clients, enjoys building relationships with partner organizations, is excited to be a part of a brand-new department, works well in a collaborative team environment and is excited to grow their career within our dynamic Parks, Recreation and Community Services Department. The most qualified candidate is expected to work up to twenty-nine (29) hours per week; a typical work schedule is Monday through Friday 9:00 am – 3:00 pm with some flexibility.

GENERAL PURPOSE
To provide support to the Parks, Recreation, and Community Services department and perform a wide variety of analytical and administrative duties including special projects, and to improve the efficiency and effectiveness of the department operations. The position works collaboratively with a dedicated Parks, Recreation and Community Services team that prides itself on its customer service to the community.
SUPERVISION RECEIVED AND EXERCISED
Works under direct supervision of the Parks, Recreation and Community Services Director and receives general direction from the Parks and Recreation and/or the Community Services Manager.
Duties and Responsibilities
- Work on a variety of budget and reconciliation related tasks ranging from RFPs, purchase orders, daily class/program reconciliation, annual budget amendments/transfers, monitoring, and coding.
- Assist and administer grant applications and opportunities.
- Assist with editing and submittal of Council staff reports, resolutions, and other data analysis.
- Make recommendations for improving departmental processes and procedures.
- Assist with the Department website content and social media platforms.
- Assist with producing publications for outreach related to department programs and services.
- Coordinate and develop best practices for publicity materials such as flyers, posters, brochures, and other printed materials, email campaigns, and social media/website posted related to the programs and services offered by the department.
- Assist with ordering supplies for department operations, special events, classes and program.
- Assist with contracts and procurement, grants, lease administration, and budgeting review and monitoring.
- Assist with payroll and related documents.
- Assist with the planning and execution of key events put on by the department.
- Provide administrative assistance for external customers with Special Event Permits and incoming email, phone calls, and in person inquiries.
- Coordinate assigned activities and meetings with other departments, divisions, outside agencies and the general public.
- Prepare and present reports and other necessary correspondence.
- Perform related work as assigned within the department.
Knowledge, Skills & Abilities
Knowledge of:
- Intermediate to advanced knowledge of Microsoft Excel and prior experience working with budgets.
- Principles, practices, and methods of administrative and organizational analysis.
- Public administration principles and practices.
- Business computer applications related to the work such as Microsoft Word, Excel, Access, PowerPoint and related programs and systems.
- Financial/statistical/comparative analysis techniques and formulas.

Qualifications
Education & Experience:
- Equivalent to an Associate degree from an accredited college with course work related to the position. A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, finance, economics, or a related field is highly desirable.
- Three (3) years of progressively responsible public sector administrative support experience, at least two (2) years of which were at the professional level performing administrative, analytical and/or program management duties.
Licensing & Certifications:
- Possession of or ability to obtain, prior to employment, a valid Class “C” California driver’s license with a safe, satisfactory driving record and ability to maintain it through the course of employment.

The City participates in Public Agency Retirement Services (PARS) for part-time employees and also provides an Employee Assistance Program.
Public Agency Retirement Services (PARS)
A federal law, the Omnibus Budget Reconciliation Act of 1990 (OBRA 90), requires that governmental employees who are not members of their employer’s existing retirement system be covered by Social Security or an alternate plan. Public Agency Retirement Services Alternate Retirement System 457 Plan (PARS ARS 457) is an alternate to Social Security. PARS ARS 457 satisfies federal requirements and provides cost savings to the employee and the City when compared to Social Security.
Enrollment in the PARS ARS 457 Plan is automatic for eligible employees.
- Each pay period, 3.75% of your wages will be deducted from your pay and deposited into your PARS ARS account.
- Each pay period, your employer will also contribute the equivalent of 3.75% of your wages to your PARS ARS account.
- All contributions are made on a pre-tax basis.
- Investment activity will be credited to your PARS ARS account based on your monthly account activity and will accumulate tax-free until your termination from the plan and the distribution of your account balance.
EMPLOYEE ASSISTANCE PROGRAM (EAP)
The EAP provides confidential evaluation and counseling services for employees, family members and anyone residing in the home of an employee.
PAID SICK LEAVE FOR PART-TIME EMPLOYEES
Effective July 1, 2015, part-time employees will receive 24 hours (3 days) of paid sick leave to be used during the fiscal year.
ADMINISTRATIVE LEAVE
Employees will receive40 hours of administrative leave each fiscal year. These hours are credited on July 1 every year and must be used by June 30 of the following year. Unused administrative leave hours cannot be carried over to the following year.
BILINGUAL PAY
May receive up to $50 a month after successfully passing an oral and written test.
EDUCATION INCENTIVE
Employees that have completed a probationary period are eligible for an educational incentive.
- Associate degree: $100.00 per year, paid on a bi-weekly basis
- Bachelor’s degree: $200.00 per year, paid on a bi-weekly basis
- Master’s degree: $300.00 per year, paid on a bi-weekly basis
Payment for any degrees or certificates that is a non as minimum qualification.
