The Opportunity

As Finance Director – USG International, you will be leading the Project Finance team that manages all USAID-funded Global and Bilateral projects, supported by three Team Leaders, Senior Project Finance Manager – Global, Senior Project Finance Manager – PMI Vector Link / Evolve and Senior Project Finance Manager – Bilateral. This position works hand in hand with the US Government International Development business (USG International), both its Client Engagement & Growth (CE&G) unit as well its corresponding Global Development Delivery Practice, based in the US on Long Range Plan (LRP), budgeting, forecasting, financial analysis as well as proactively monitoring the financial health and performance of the USG International business. You will be a key member of the International Finance team, reporting to CFO – International Programs (based in the UK) whom supports the Global Development Group and has responsibilities for International Finance with teams based in the US, UK and Australia.

Core Responsibilities

This position requires significant interaction and coordination between home office technical staff, home office support departments and USG International Leadership, excellent communication and leadership skills, and problem-solving abilities. The individual will be a trusted advisor and provide superior financial decision support.

Budgeting and Forecasting / Planning:

  • Refine and strengthen our strategic planning, financial forecasting, monthly reporting, and analysis processes for USG International
  • Lead the annual budget and five-year planning process for USG International

Finance Business Partnering:

  • Providing high-quality support to the CFO – International Programs to align and bring Finance strategies and solutions to Abt
  • Participate in the USG International Executive meetings and provide appropriate updates
  • Ensure alignment of key initiatives and relevant policies, procedures and systems to drive efficiencies and facilitate organisation performance in line with the One Global Abt strategy
  • Together with the three Team Leaders, Senior Project Finance Manager – Global, Senior Project Finance Manager – PMI Vector Link / Evolve and Senior Project Finance Manager – Bilateral, lead the Project Finance team to provide financial support, advice and guidance to USG International Leadership, in particular Global Development Delivery Practice, including guidance on life-of-program financial performance
  • Lead an effective and high-performing team by articulating a strong vision for the team and aligning their work and behaviour with that of the strategic priorities of Abt Associates

Financial Management:

  • Take ownership of all finance related matters in all USG International projects and be ready to present the projects’ financial performance, including variance analysis as well as risk/opportunity assessments, to the USG International Leadership, Global Development Leadership and company Executive Leadership Team (ELT)
  • Lead the reporting and trend analysis, financial understanding, and business perspective on a variety of financial and operational issues related to the financial health and execution of the projects
  • Review project revenue exercises and ensures company revenue forecasts and estimates at completion (EAC) are submitted accurately and on time and that are the product of consolidated inputs of all finance and technical teams
  • Oversee and review submission of annual work plan budgets
  • Lead USG International annual LRP process to create budget ownership and accountability. Promote continued utilization of the budget and financial reporting package for operational decision-making, identification of unfavorable trends and to facilitate development of counter-measures
  • Participate in the development and implementation of corporate business systems, policies, and programs
  • Ability to think big-picture and work in agile environments during a period of financial transformation and change

Management and Training:

  • Collaborate with the three Team Leaders, Senior Project Finance Manager – Global, Senior Project Finance Manager – PMI Vector Link / Evolve and Senior Project Finance Manager – Bilateral, in the development of training, competency profiles and career development of Project Finance team to include performance evaluation, and goal setting
  • Provide mentorship and opportunities to Project Finance Leadership and team members to facilitate their professional development growth

What We Value

  • Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
  • MBA and CPA strongly preferred
  • Working in a team environment to increase the level of financial acumen throughout the organization
  • Strong financial presentation and management skills
  • Ability to prioritize, delegate and follow through tasks with a team
  • Self-directed with proven ability to research complex issues, work independently, and multi-task several projects efficiently
  • Strong interpersonal skills, capable of developing and sustaining effective peer, project, and supporting organizational relationships
  • Strong communication skills in order to collaborate with other department/functional support areas (e.g. Contracts, Procurement, Pricing, Accounting, HR, etc.)
  • Experience with PowerBI, Oracle and TM1 based systems preferred
  • Skilled with excel for data manipulation and analysis such as pivot tables, lookups, etc.
  • Experience managing people and direct responsibility for objective setting, performance reviews, coaching and feedback
  • Ability to lead self, team, projects, and drive client centric solutions
  • Ability to work with diverse groups; manage geographically diverse teams and overcome cultural differences that may arise
  • Optimizes work processes knowing the most effective and efficient processes to get things done, with a focus on continuous improvement
  • Prior experience within a government contracting environment would be beneficial
  • Experience in developing customer-based solutions like public, private, and partnerships and familiarity with customer funding cycles and process
  • Ability and desire to interface with Senior Executives on all financial matters effectively
  • Strong government contracting experience (CAS, FAR)
  • Strong finance experience on CPFF, T&M, FFP projects
  • Held primary financial responsibility $300M+ Division or Business Unit
  • 7+ years of leadership experience required
  • 12+ years of directly related financial analysis experience

This position offers an anticipated annual base salary range of approximately $140,000 to $195,000, and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
