Description
Under limited supervision of the Chief, Construction Engineer, performs and monitors civil, mechanical, and electrical engineering activities relating to the construction of complex public water supply facilities. Administers construction contracts and performs other related activities as required.
Examples of Duties
Performs and monitors civil, electrical, and mechanical engineering activities relating to the construction of complex public water supply facilities by:
- Managing and directing contractors, engineers, and inspectors involved in the supervision, inspection and construction of public water supply facilities.
- Monitoring the job progress of Capital Improvement Projects to assure projects conform to approved plans, specifications, shop drawings and related contract documents.
- Reviewing plans and specifications for constructability, including connections to the existing system and sequencing of construction to minimize inconveniences to both Fairfax Water and the public.
- Evaluating construction schedules and time extension claims utilizing scheduling software and time impact analysis.
- Reviewing, evaluating and expediting the resolution of contractor claims and construction problems and conflicts.
- Assisting with the implementation of construction related safety standards.
- Conducting and/or representing Fairfax Water at project progress meetings, scheduling meetings and other required project meetings – ability to conduct Progress meetings and record meeting minutes.
- Investigating and resolving customer complaints concerning construction activities.
- Coordinating planned outages with other departments and Utilities.
- Ensuring timely final inspections and acceptance of projects.
- Securing all final permit releases including VDOT, County, VDH, etc.
- Preparing contractor close out documentation upon project completion including accurate as-builts.
- Performs other duties as assigned or required.
Typical Qualifications
- Bachelor’s Degree in Civil, Construction Engineering and Management, or Environmental Engineering and at least five years progressively responsible related experience or any equivalent combination of education, experience or knowledge.
- Certified Construction Manager certification (CCM).
- Thorough knowledge of the principles and practices of civil, electrical and mechanical engineering relating to the construction of public water supply facilities.
- Thorough knowledge of construction management and contract administration.
- Experience with construction scheduling software, including Primavera and Microsoft Project.
- Good knowledge of Microsoft Office.
- Ability to utilize, input data, and generate reports from Fairfax Water SAP Enterprise Resource Planning (ERP) System and analyze data generated by these reports.
- Thorough knowledge of the methods and procedures used in the inspection and testing of construction materials and quality of work.
- Thorough knowledge of safety regulations and accident prevention practices.
- Ability to interpret plans, specifications, shop drawings, contract documents, construction schedules and prepare reports.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with co-workers, public officials, contractors, engineers and the general public.
- Ability to manage multiple projects simultaneously.
- Registered Professional Engineer in the Commonwealth of Virginia is preferred.
- Possession of a valid driver’s license and good driving record.
- Must pass a controlled substance (drug) test for employment.

The Fairfax Water Health Plan is offered to all permanent full time employees and their eligible dependents. The medical, dental and vision plans are administered by HealthSCOPE Benefits and prescription drug coverage is administered by CIGNA.
Coverage is effective 1st day of month after hire if hired between the 1st and 15th of the month. If hired between the 16th and 31st of the month, coverage is effective the 1st day of the 2nd month after hire.
Group Life Insurance – Employee Cost Month
Basic = 2 times annual salary
Paid by Fairfax Water
Supplemental 1 to 5 times annual salary

Dependent spouse and/or child – $3.00
The Group Life Insurance Plan is offered to all permanent full time employees. Effective date follows same rule as health insurance.
Long-Term Disability
Effective after 36 months of employment with Fairfax Water. Benefit is equivalent to 66.7% of base pay at no cost to the employee.
Fairfax Water Retirement Plan – Is a defined benefit plan in which all regular full time employees are enrolled in at time of hire at no cost to employees. Employees are vested after five years of service.
ICMA 457 Plan – Is a deferred compensation plan which employees can voluntarily participate in with a maximum contribution as established by the IRS on a yearly basis.
Additional Benefits
Flexible Spending Accounts: Fairfax Water offers a Medical Flexible Spending Account where employees may contribute up to $2,750.00 per year on a pre-tax basis for eligible expenses. Fairfax Water offers a Dependent Care Flexible Spending Account where employees may contribute up to $5,000.00 per year on a pre-tax basis for eligible child-care expenses.
Child/Adult Care Reimbursement: Employees with household incomes under $60,000 my be eligible for an annual subsidy for licensed child/adult care ringing from $800.00 to $4,000.00 depending on eligibility.
Professional Development: Reimbursement of approved attendance at professional conferences and seminars
Direct Deposit of pay. Pay days are bi-weekly on Thursday.
