DESCRIPTION
An employee in this classification performs all clerical and secretarial tasks in support of County recreation programs; helps plan, coordinate, promote and supervise a year-round program of activities designed to meet the needs of citizens of all ages and interests. Work is performed under general supervision and is evaluated on the basis of attainment of individual performance objectives, observation, accuracy of reports, and feedback from employees and general public.
DUTIES

  • Plans classes and recreational activities for the general public, including all ages and the disabled.
  • Coordinates programs with similar programs on the local, state and national level.
  • Takes appropriate steps to ensure the security and safety of all citizens that utilize assigned facilities and take part in recreational activities.
  • Conducts registration for program participants; receives and turns in registration fees for programs.
  • Assists in preparing and maintaining records for all programs.
  • Performs daily budgetary accounting and ledger maintenance.
  • Maintains personnel records for the department; processes daily time sheets.
  • Procures supplies as needed.
  • Answers the telephone; provides information and assistance as needed and/or forwards calls to appropriate staff; greets and assists office visitors.
  • Performs general secretarial / clerical duties as required, including but not limited to typing reports and correspondence, copying and filing documents, sending and receiving faxes, entering and retrieving computer data, processing daily mail, etc.
  • Receives and responds to inquiries, concerns and complaints of citizens and participants.
  • Attends County, staff and community meetings and events as appropriate.
  • Attends meetings, workshops, seminars, etc., as necessary to enhance job knowledge and skills.
  • Operates a variety of office equipment such as a computer, printer, calculator, copier, fax machine, telephone, etc.; uses computer and clerical supplies.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, other County personnel, volunteers, program participants, parents, community organizations, news media, Recreation Board members and the general public.
  • Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the methods, policies and procedures of the Department and County pertaining to specific duties of the Secretary / Class Coordinator.
  • Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of the organization of the County and of related departments and agencies.
  • Knowledge of the principles, problems and methods of public recreation programming.
  • Knowledge of the equipment and teaching methods used in a variety of activities for children and youth, the elderly and the mentally and physically handicapped.
  • Knowledge of modern office practices and equipment.
  • Knowledge of and skill in the maintenance of efficient filing systems.
  • Knowledge of proper English usage, vocabulary, punctuation and spelling; has knowledge of basic accounting mathematics.
  • Skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence.
  • Ability to comprehend, interpret and apply regulations, procedures and related information.
  • Ability to work tactfully and enthusiastically with the public.

EDUCATION AND EXPERIENCE REQUIREMENTS
Associate’s degree in secretarial science, business or related field supplemented by one to two years of responsible administrative or clerical experience, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Health

Life Insurance
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.

Retirement
We participate on the N.C. Local Government Employees’ Retirement System. Employees are required to contribute 6% of gross wages toward their account.
401(k) and 457 are supplemental retirement plans administered by Prudential.

Vacation Leave
Employees accrue annual leave monthly and may use accrued leave upon approval after the probationary period is completed. Years of service transferred from eligible NC Governmental Agencies (written documentation required) and the employee’s work schedule are used to determine the rate of earning.

Petty Leave
Employees earn fourteen (14) hours per calendar year. May use in increments of 15 minutes. Leave is pro-rated based as of date of hire in the first calendar year of employment. Petty leave must be used within the calendar year.

Longevity Pay
The County offers longevity pay to employees with 5 years of continuous service.
