Arcadis seeks a Construction Handover Oversight Manager to join the team in Selma, CA to play a pivotal role in ensuring the successful completion of the High-Speed Rail project that positively impact the lives of millions of Californians.

Role description:

The Construction Handover Oversight Manager is responsible for managing the handover process throughout the life of the High-Speed Rail Contract. This role will focus on coordinating and ensuring the successful handover of project structures after completion.

Key Accountabilities:

  • Creates a comprehensive plan to develop a detailed outline of all the necessary steps and activities required for a successful handover process.
  • Ensures that all the required deliverables are completed before accepting the application for Substantial Completion. This milestone is critical in the project and indicates that the project is nearing completion.
  • Works closely with the contractor and recommends the submission of submittals and certifications that are necessary before applying for substantial completion.
  • Carefully reviews the application submitted by the contractor, verifying that all the specified requirements have been met. This ensures that the project is ready for the next phase of the handover process.
  • Collaborates with stakeholders to coordinate the different stages of the handover process. This includes scheduling inspections and walkthroughs of project structures to ensure that everything is in order.
  • Actively participates in inspections and walkthroughs of the project structures. They identify any issues or deficiencies that need to be addressed before the handover is complete.
  • Creates a punch list that documents items requiring correction based on the inspections and walkthroughs. This list helps track the progress of resolving the identified issues.
  • Works with the contractor to ensure that all the items listed in the completion punch list are properly addressed and corrected. This ensures that the project meets the required standards.
  • Closely monitors the completion of all the correction items, including non-conforming items, to ensure that they are satisfactorily addressed. This helps ensure the quality and compliance of the project.
  • Schedules another inspection with the contractor and stakeholders after the corrections have been made. This is done to verify that the corrections have been properly implemented.
  • Confirms that all the handover activities align with the requirements specified in the contract for final acceptance. This ensures that the project meets the agreed-upon contractual terms.
  • Oversee the Request for Occupancy and Deployment (ROD) form and associated processes as outlined in the System Certification Management Plan. This ensures that the necessary certifications and approvals are obtained.
  • Arranges and facilitates meetings with the High-Speed Rail committee to discuss and coordinate the handover process. This helps ensure effective communication and coordination among all stakeholders.
  • Promptly addresses inquiries and requests for information from stakeholders and DB contractors. They provide accurate and comprehensive responses to ensure clarity and smooth progress of the handover process.

Required Qualifications:

  • 10+ years of work-related experience.
  • Bachelor’s degree in Civil Engineering, Construction Management, or a closely- related field.

Key Skills and Attributes:

  • The candidate should have significant experience in bridge construction, ideally in a supervisory or managerial capacity. This expertise ensures a deep understanding of the intricacies involved in overseeing and managing bridge construction projects.
  • Knowledge of Design-Build delivery methods for major transportation projects is essential. This includes familiarity with the principles and practices of project management specific to Design-Build projects.
  • Strong knowledge of construction standards, regulations, and procedures is necessary to ensure compliance with industry guidelines and requirements throughout the construction process.
  • A solid background in project and construction management is crucial. This encompasses the ability to effectively plan, organize, and execute construction projects, ensuring they are completed on time, within budget, and to the required quality standards.
  • The candidate should be proficient in using project management methodologies and tools to facilitate effective planning, scheduling, resource allocation, and tracking of project progress.
  • Software Proficiency: Familiarity with commonly used office software such as Excel, Word, PowerPoint, and other relevant tools is necessary for effective documentation, reporting, and presentation of project-related information.

The salary range for this position is $122000 – $177000.
