Job Summary
The position focuses on facilitating the implementation and installation of all projects (including partner organizations) on county-owned property within the Milwaukee River Estuary Area of Concern (AOC) focus area. The goal is delisting the AOC’s Biological Use Impairments (BUIs).
Job Responsibilities
- Project Management – Manages Parks’ Area of Concern habitat restoration and beach improvement projects, in coordination with the AOC Program Supervisor, Parks’ Natural Resources and Planning departments, as well as WDNR and AOC partners. Duties include proposal and plan drafting, field supervision of contractors and third parties on county-owned property; contract management; ensuring compliance and implementation of projects to specifications.
- Contract & Grant Administration – Responsible for the development of Request for Proposals (RFP), and related contracts/agreements; coordination on the development of Bids with the Department of Administrative Services; oversight of and coordination with selected consultant/contractors; ensuring compliance and advancement of AOC goals; budget management, invoice review and approval. Ensures compliance with federal funding requirements and completing related reporting including quarterly reports, invoices, and final reporting.
- Administrative Duties – Record keeping duties as it relates to contracts, purchasing, reports, right-of-entry (ROE) permits, state and federal permits, and RFPs/Bids for the projects overseen by this position. Also responsible for all other administrative duties associated with WDNR and EPA requirements.
- Technical Support and Development – Provides technical support to develop and review of scopes of work, Quality Assurance Project Plans, memos, aid and access agreements, required permitting, budgeting, bidding and construction documents, and final deliverables.
- Restoration Planning – Coordination with Natural Areas Dept. staff and AOC Program Supervisor on the development of Ecological Restoration and Management Plans for Parks’ properties within the AOC. Preparation of inspection reports, permits, and enforcement of county standards. Reviews plans, drawings, specifications, as built project designs, and cost estimates.
- Education & Outreach – Develops education and outreach materials in coordination with the Waterway Restoration Partnership and Milwaukee County Parks. Plans, hosts and participates in community engagement events.
- Partner Collaboration – Coordination and communication with AOC stakeholders and community partners. Facilitates regular internal/external communication and coordination across diverse AOC-related initiatives. Participates in working groups or technical teams related to the AOC, such as Milwaukee Estuary Fish and Wildlife Tech Team, Beaches Work Group, Sediment Work Group, Environmental Justice Workgroup, Workforce Development Team, and additional AOC groups as needed.
- Ability to properly or safely operate: county vehicles, motorized equipment, computers and standard office equipment.
- Ability to push, pull, carry and lift up to 15 lbs.
- Other duties as assigned.
Required Education, License/Certification and Experience
- Current residency within the State of Wisconsin required
- Valid Wisconsin Driver’s License required and must be maintained throughout employment
- Bachelor’s degree or higher in Natural Sciences or closely related field required
- Two (2) years or more of work experience in Natural Resource Management required
- One (1) year or more of work experience in a Supervisory or Management role required
- Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
- Previous experience using GPS or ArcGIS mapping software preferred
- Previous experience with environmental education, outreach and equity initiatives preferred
