The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community’s mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC’s enterprise architecture and enterprise information technology.

Duties
Serve as the lead for IC CIO Zero Trust (ZT) Initiative.
Collaboratively lead the IC’s ZT strategy development, coordination and publishing.
Align ZT efforts with Federal and DoD strategic planning and guidance documents such as EO 14028, National Defense Authorization Act for FY 2022, OMB M-22-09, NMM-2022-01, DoD Zero Trust Reference Architecture v2.0, DoD ZT Strategy and Roadmap, and NIST SP 800-207, Zero Trust Architecture.
Lead development of IC ZT pillars, capabilities, activities, and outcomes to ensure IT roadmaps reflect ZT technology advancements and facilitate IC ZT maturity evolution.
Collaboratively lead development of performance measures and metrics to track and report on IC element ZT maturity and roadmap progress; proactively identify risks and issues to community progress.
Collaborate with stakeholders and teams to ensure ZT policies and procedures align with IC mission and objectives.
Perform work on complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project.

Qualifications
Extensive program management, analytic, and critical thinking skills, including a superior ability to conduct IC ZT capabilities assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation of IC ZT capabilities.
Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills.
Extensive ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on security programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Demonstrated ability to listen to, clarify, and convey an understanding of others’ ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
Demonstrate the ability to Apply the full range of subject matter methods, principles, practices, and methodologies sufficient to advise on and/or resolve a range of operational and/or strategic issues which may range from recurring through complex and unprecedented.
One year of specialized experience at the next lower GS-grade (or equivalent). IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT- related experience demonstrating each of the four competencies (Attention to Detail, Communication, Cybersecurity, Problem Solving and Risk Management).
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Communications – Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
Cyber Security – Support protection of the confidentiality, integrity, non-repudiation, and availability of systems, networks, and data through planning, analysis, implementation, and enhancement of information security systems, programs, policies, procedures, and tools.
Problem Solving – Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders.
Risk Management – Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
Education
Desired Requirements:
Bachelor Degree in one of the following concentrations Computer Science, Information Science, Information Systems Management, Mathematics, Operation Research, Statistics or Technology Management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
