DEFINITION:
Coordinates the procurement, maintenance, repair, disposal and inspection of automotive, trucking, and heavy construction equipment for the Department of Parks and Recreation.
Essential Job Functions

  • Supervises and arranges for service and repair of automotive and heavy construction equipment, and for replacement units while equipment is undergoing repair.
  • Identifies priorities and problems involving equipment repair, and motor vehicle services based upon the overall service requirements of the department; coordinates the scheduling of work functions to best meet the needs at the lowest possible cost.
  • Confers with department personnel regarding their needs for automotive, construction, and turf maintenance equipment, and makes arrangements for securing such equipment by transfer from other operating units, rental, or makes recommendations for the purchase of additional equipment.
  • Inspects or supervises the inspection of new equipment, or equipment in the process of being manufactured or modified for compliance with specifications, accepting or rejecting the equipment, or recommending changes.
  • Prepares specifications for equipment to be purchased or modified.
  • Makes recommendations regarding standardization of procurement procedures and improvement in operating and maintenance procedures on the basis of equipment and operations inspection, surveys, and records.
  • Assigns equipment to the various sections of the department and coordinates the transfer of equipment between sections.
  • Participates in the preparation of the department’s automotive, construction equipment, and turf maintenance equipment budget.
  • Recommends disposal of equipment through trade-in or salvage based on records and inspection of equipment.

Requirements
SELECTION REQUIREMENTS:

TRAINING AND EXPERIENCE:
Three years of technical experience in the procurement* or inspection** of automotive and heavy construction equipment;***

-OR-

Three years of experience in the supervision of the maintenance and repair of automotive and heavy construction equipment.***

* Technical procurement requires identifying and drafting equipment specifications required to meet operational needs.
** Technical inspection includes at least three of the following tasks and responsibilities, including a formal checklist or report of equipment inspected for record keeping purposes:

  • Verifying new equipment purchased complies with the technical terms and conditions of the contract or purchase order;
  • Quality control of equipment installation; external inspection of the condition of machines and mechanisms;
  • Identification of defects and damage to equipment; identification of the cause of malfunction or failure of equipment;
  • Recommending if equipment can be safely repaired and used;
  • Calculations of the residual life of equipment and the possibility and conditions of its further operation and use.

*** Examples of heavy construction equipment include models such as a CATERPILLAR D5K Dozer or CASE 521F Wheel Loader.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS III – Moderate
Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds.

DESIRABLE QUALIFICATIONS:Additional credit will be given to qualified applicants who possess the following desirable qualifications:

  • Experience beyond the minimum required to qualify.
  • Experience in procuring automotive AND heavy construction equipment, including identifying and drafting equipment specifications required to meet operational needs.
  • Experience supervising and participating in the work of staff maintaining and repairing automotive AND heavy construction equipment.
  • Experience with Fleet Management software programs including creating work orders, updating vehicle usage information and producing reports for preventative maintenance schedules.
  • Experience managing multiple fuel facilities including maintaining compliance with the South Coast Air Quality District (AQMD) and Local Certified Unified Program Agency (CUPA) requirement, permits and testing.
  • Experience ensuring compliance with fleet regulatory reporting to the California Air Resource Board (CARB)
  • Experience with the following programs:
    • SCAQMD Portable Equipment Program (PERP)
    • Off-Road Diesel Fuel Fleets Program (DOORS)
    • Responsible Official Affirmation of Reporting (ROAR)
    • Large Spark Ignition (LSI)
    • California Environmental Reporting System (CERS)
    • Conducting hazardous waste training for employees

EXAMINATION CONTENT:
This examination will consist of an Evaluation of Experience based on application information, desirable qualifications, and supplemental questionnaire, weighted 100%.
