Research Institutional Policy Analyst (Operation Research Analyst)

POSITION DUTIES:

At the VA Advanced Imaging Research Center (VAARC), provide professional-level analytical, planning, and evaluative support to the Director of VAARC Operations and Principal Investigators regarding research operations and administration, including compliance, financial oversight and strategic planning. Recommend decisions on the administrative, policy, programmatic and management aspects of VAARC operations applying a comprehensive knowledge of the functions, processes, theories and principles of research management and leadership, and the methods used to gather, analyze, and evaluate information.

  • Identify and define research administration problems by collecting and assessing data in order to make recommendations to Principal Investigators (PIs) and the Director of VAARC, as well as Department leaders regarding needed improvements to system-wide issues at the VA Advanced Imaging Research Center (VAARC).
  • Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established VAARC goals and objectives. Design methodology and evaluate system effectiveness. Use statistical analysis, modeling, or data mining to analyze data and develop practical solutions to complex, system-wide administration problems. Based on findings, advise managers and other decision makers within these organizations on the impacts of various courses of action to take in order to address system problems.
  • Advise management and PIs on federal, state and institutional policies for projects. Based on research findings and modeling outcomes, advise on organization’s fiscal needs and recommend funding opportunities appropriate for PIs.
  • Oversee and make appropriate recommendations regarding the research grant submission process for various medical research projects undertaken at the San Francisco Veterans Affairs Medical Center based on preparation and review of the financial components of research grant proposals and renewals. Develop, prepare and finalize project budgets, budget justification, project timelines, and other documentation required by the research granting agency and administrative office. Conduct research regarding expenditures and advise on post-award spending and commitment activity, including compliance related to fund and revenue. May supervise at least 1 subordinate employee. May sometimes work remotely within commuting distance of our San Francisco, California office.

POSITION REQUIREMENTS:

  • Requires a Master’s degree in public administration, business administration, finance, accounting or a related field.
  • Academictrainingor experience must include:creating models to obtain and analyze data using both quantitative and qualitative skills;
  • Statistical analysis and simulations; working with and designing PC-based database and spreadsheet applications using Excel and Access;
  • Preparing reports, analyzing budgets, preparing spending plans, and discerning operating trends

The base salary range for this position is $65,333-$115,600 per year. The base salary actually offered to a successful candidate will take into account various relevant and non-discriminatory business factors including, without limitation, the candidate’s geographic location, job-related experience, knowledge, and skills, and education, as well as internal equity considerations. A successful candidate may also be eligible to earn additional compensation including bonuses.
