This position requires a motivated person to manage and assist with Utilities Programs in compliance with federal, state and local regulations. The primary focus of this position is to manage the Utilities safety, security programs and emergency preparedness. This position requires facility audits, field inspections, accident/incident investigations, report tracking, writing, document and data review, data validation, grant acquisitions, safety and emergency response plan revisions, staff training, preparing educational literature and presentations, coordination with regulatory agencies, vendors and coordination with Risk Management staff. This is an essential position; incumbent will be required to work extended hours during and after hurricanes or other disasters. Works proactively and provides excellent customer service to internal and external customers. Follows safety procedures and promotes a safe work environment. A strong understanding of ethical behavior is required. Needs to have an intellectual curiosity and a desire to find answers. Performs other related duties as assigned.
Typical Qualifications
Associate’s degree required; Bachelor’s degree in Industrial Engineering, Safety Engineering, Chemical Engineering, a Level 7 International Diploma in Occupational Health and Safety Management preferred or Science related degree preferred. Five years experience in safety management and program management is preferred. A strong regulatory background is necessary. Safety certifications from either American Society of Safety Engineers (ASP/CSP) or CHST (Construction Health and Safety Technician), is desired. FEMA NIMS training. Possession of a valid Florida driver’s license. Computer literate in MS Office with ability to become proficient in use of our safety software. Skilled trainer with excellent English written and oral communication skills. Must have extensive knowledge of safety regulations and requirements, OSHA & EPA standards, first responder procedures, industrial safety, inventory systems and program management. High degree of organization and meticulous record keeping ability is required. Must obtain a Lean/6 Sigma Greenbelt certification within 18 months of hire date. Experience/knowledge in Utility Operations is desirable. Must be able to move 30-40 pounds and handle extreme, life-threatening emergencies and stress while performing critical functions. Work environment ranges from office to field work. Exposure to chemical and machinery hazards, and adverse outdoor weather conditions.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.
Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.
Paid leave includes: Vacation – accrue nine (9) days annually with additional days awarded for longevity; Sick Leave – accrue twelve (12) days annually; Holidays – thirteen (13) days off; Personal Days – two personal days after six months of service.
Pension plan: General Employees’ Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters’ Retirement System.
Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.
Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
