Description
The City of Redding Financial Services Department is accepting applications for the position of Purchasing Officer within the Purchasing Division. This position under general direction plans, organizes, directs and personally participates in the purchasing of materials, supplies, services and equipment.
We are looking for someone to
- Confer with city staff to determine purchasing needs and product specifications.
- Develop and direct procedures for requisitioning, bidding, and distribution of equipment, supplies and materials.
- Supervise the preparation of bid specifications and purchase orders.
- Interview and negotiate with vendors and other representatives regarding submission of bids and/or quotations for city purchases.
- Direct, train and evaluate Purchasing Division staff.
- Review purchase orders and requisitions to verify prices and extensions.
- Performs related duties as assigned.
Qualifications we’re looking for
Knowledge of:
- Principles and practices of purchasing
- Internal accounting controls
- Quality control and value analysis techniques
- Purchasing contract administration
- Regulations affecting government purchasing, bid preparation, solicitation, award and evaluation
- Current market conditions and prices on various types of materials, supplies, equipment and services; product research and evaluation
- Principles and practices of effective management and personnel administration
- Federal, State and municipal purchasing laws and procedures
- Types of supplies, materials and equipment commonly used by municipal entities, including terminology and nomenclature; and automated information systems.
Ability to:
- Interact effectively with the public and employees
- Analyze, evaluate and modify purchasing methods and procedures, interpret and explain policies and procedures equivalent to the City’s purchasing
- Supervise, train, and evaluate staff
- Communicate clearly and concisely orally and in writing
- Operate personal computer and associated software.
Education & Experience:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying
- Typical education would include a Bachelor’s degree from an accredited college or university in public or business administration, including courses in purchasing or equipment and accounting.
- Typical experience would include five years of professional purchasing experience preferably in a governmental or commercial purchasing operation, including one year at an administrative management or supervisory level which included progressively more responsible work in the areas of purchasing policies and procedures.

Selection Process: Final appointment is contingent upon:

- Passing a city paid fingerprint criminal check (applicants 18 and older)
Veteran’s Credit: Applicants who attach a copy of the DD-214 to their application indicating “Honorable Discharge” from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.
Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.
Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.
Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.
Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.
Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.
Deferred Compensation Plans:
Available for interested employees.
Union Dues: Job classifications in the unrepresented group do not pay union dues.
Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.
SDI:
Unrepresented positions do not participate in SDI.
