Position Description

This position will manage any area in the Procurement Division from procurement of services and goods through payment of vendors. Oversees various procurement functions in the City.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
Job Duties and Responsibilities
- Responsible for managing work groups within the Procurement Division, including managing commodities and construction buying and contracting functions.
- Monitor and manage vendor programs.
- Manage vendor related communications related to procurement.
- Manage procurement, including training, supervising, assigning, guidance and follow up, and performance appraisals.
- Conduct training sessions for City department staff in procurement procedures, needs analysis and contract compliance.
- Conduct meetings with the customer department staff, providing guidance regarding procurement procedures.
- Evaluate the needs of departments and assign support where needed.
- Analyze purchases made by City departments and identify process improvements for better use of City resources.
- Represent the city when researching product and service availability from various vendors.
- Evaluate vendor performance based on prices, deliveries and information received from user departments relative to product acceptability and vendor services.
- Perform necessary purchasing for the acquisition of goods, commodities, or services.
- Coordinate procurement procedures among departments and divisions.
- Compile department and division requests for similar products and services.
- Serve as liaison between the Procurement Division and other City departments and divisions.
- Perform related duties as required.
- Resolve complaints from users, vendors, and the public.
- Provide input for the maintenance of vendor data.
- Prepare regular reports to analyze performance within assigned groups.
- Identify and participate in vendor engagement activities as required.
- May perform final review of bid specifications, bid submittals, and related requests to the council.
- May coordinate the formal and informal bid process for procuring goods, commodities, or services.

Required Qualifications
Minimum Qualifications
Bachelor’s Degree in Business or a related field
Minimum Experience
Five years of experience in public buying functions, including supervisory experience
Licenses/Certifications (if in the buying fields)
Certified Professional Contract Manager (CPCM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO)
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Eligible List Statement
