ABOUT THE POSITION
There are two full-time vacancies in the Public Assistance/Employment & Training Branch of the Social Services Division of the Health & Human Services Department.
Under direction of the Administrative Services Manager (ASM), the Office Services Supervisor (OSS) provides organization and coordination of administrative support work for the Public Assistance/Employment & Training Branch. The OSS works collaboratively with the Division Director, Program Managers and Supervisors in various areas of the Branch. The OSS is responsible for staffing, training, and supervision of the administrative support staff.
One of the OSS positions oversees the File Clearance unit which provides case assignment and administrative support to Eligibility staff.
One of the OSS positions oversees the Mail and Supply unit which provides mail services and office supplies for the Branch. This OSS may also be responsible for a portion of facility management including coordination of repairs, obtaining quotes for costs, and project oversight for upgrades to the facility, staff moves, equipment, and supply monitoring and distributions.
The Office Services Supervisor takes an active role in performance management, coaching and staff/team development.
The Public Assistance Branch:
Public Assistance (PA) proudly serves as the community’s gateway to benefit programs. As one of the largest units in Health and Human Services, our 140+ member team serves 45,000 Marin County residents by providing access to programs that support their health, well-being, safety, and self-sufficiency. Public Assistance staff determine eligibility and provide related services for the following programs: Medi-Cal, CalFresh, CalWORKs, Affordable Care Act, County Medical Services Program, Foster Care Eligibility, Adoptions Assistance, and Kin-GAP. We provide a high level of service through a variety of channels: in person, by phone, and online. PA works collaboratively with other county units and community organizations to continuously improve our service and reach clients who may have challenges accessing benefit programs.
Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Our highly qualified candidate has an understanding of the governmental/public setting and knowledge of compliance as it relates to client records and record keeping, monetary support work, privacy regulations; experience developing, training and coordinating business policies and processes and implementing effective change in a public assistance program environment relevant to the work of an administrative team; experience implementing policies and procedures; the ability to effectively address the needs of both staff in the department and the customers we serve; and experience in CalSAWS, Hyland, MEDS, and proficiency in Microsoft Office software. In addition, the ideal candidate possesses a depth of supervisory experience which includes teambuilding, performance management and evaluation, employee development and coaching; experience working with both internal and external clients (clients, vendors, and consultants); analytical and critical thinking skills; interpersonal and conflict resolution skills.
The ideal candidate independently seeks opportunities for innovation and continuous improvement and thrives working in a fast-paced organization. In addition, he/she must have the ability to work collaboratively with multiple departments on various issues and work with a large diverse staff group often with conflicting priorities and deadlines.
