Fleet Services – Fleet Analyst

GENERAL DESCRIPTION

Under general direction to oversee, plan and coordinate the administration of fleet assets in the areas of ownership, acquisition, disposal, inventory control records and specification preparation while assuring cost-effectiveness in procurement and operation. Perform specialized recommendations and comprehensive analysis of Fleet efficiencies and trends as well as generate a variety of financial and performance reports associated with Fleet assets.

SUPERVISION EXERCISED

This position does not exercise supervision.

IMPORTANT AND ESSENTIAL DUTIES

Collaborate with departments and divisions to resolve Fleet management issues.

Prepare specifications, review and track purchase requisitions, purchase orders, and invoices for payment; and manage and post bid process updates to the intranet.

Prepare Council Agenda items for Fleet purchases.

Meet with customer department and division supervisors and equipment vendors and manufacturers in expediting the competitive purchasing processes.

Monitor and evaluate equipment performance for replacement purposes.

Develop vehicle and equipment specifications in cooperation with the end-user; assist in making recommendations relative to equipment replacements and new purchases; assist in disposal of replaced and used equipment.

Participate in the budget preparation process for Fleet including analyzing associated functions such as inventory control, low usage, fuel budget, replacement charges, parts, labor and commercial costs, additives and oil costs, take-home vehicle reporting, miscellaneous revenue, motor pool fees, and equipment use charges.

Assists with recommendation and preparation of vehicle and equipment purchase/replacement budget for all Fleet-using Departments, which includes projections for new/replacement items, maintenance costs and fuel as well prepare specifications for procurements of Fleet purchases.

Analysis of vehicle and machine requirements will include traveling to work sites and City facilities on a routine basis.

Works daily in a mixed office and industrial environment, weekly in equipment yards and other areas requiring PPE.

Keep abreast of new fleet products being researched and tested.

Assist with preparation of the Fleet Management strategic planning.

Manage vehicle licensing and inspection process.

Manage Fleet central warehouse, if implemented.

Inspect vehicles/equipment annually and as needed for cleanliness, damage and general condition. These inspections may be in a shop environment or in the field.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:

Experience that provides the required knowledge, skills and abilities associated with fleet management is required.

Education/Training:

A high school diploma or GED is required.

An Associate’s or Bachelor’s degree in management or a related field is preferred.

License or Certificate:

A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Certified Automotive Fleet Specialist (CAFS) is preferred.

Special Requirements:

Ability to travel within and out of town.

Exposure to cold, heat, noise, outdoors, chemicals, mechanical hazards, and electrical hazards.
