Position Description
The Federal Way Day Center and the Kent Community Engagement Center provide day services to people who are homeless in South King County. CCS has rapidly expanded services in this area and has taken on a lead role in developing new resources for people who are homeless in South King County.
The Program Manager is responsible for the service delivery for the South King County Day Centers including supervising the case management team and data entry. In addition the position is responsible for the supervision of all staff and volunteers, fiscal management, community and program development and daily operations oversight of the Federal Way Day Center and the Community Engagement Center in Kent. This position directly manages approximately $300,000 of funding and supervises 12 staff positions and interns.
Responsibilities
Manage and supervise the case management team for the South King County shelters and day centers. Ensure that clients receive services in keeping with agency standards and that meet the performance commitments of the program contracts.
- Provide supervision to case managers: direct workload of staff, establish and monitor expected outcomes, make hiring, correction and termination recommendations, conduct weekly staff meetings, conduct performance reviews, establish personnel accountabilities and training to support staff.
- Support case management staff and identify training needs for self and case managers as needed and appropriate.
- Responsible for recruitment, hiring and training of staff.
- Ensure that case management staff maintain accurate client files, records, documents and data collections.
- Track outcomes for funding reports. Ensure the client database is up to date and accurate for case management.
- Create, compile and update effective tools and manuals for case managers.
- Conduct case reviews with case managers to ensure proper client care.
- Consult with case managers on difficult cases and provide a second opinion, expertise and problem solving assistance.
- Ensure thorough participation with local government By Name Lists and Coordinated Entry to move clients into housing.
Provide oversight of the daily operations of the Day Centers in South King County, which operate from at two locations in Federal way and Kent. The Program Supervisor works on site at the Day Centers during operation.
- Complete set-up of the Day Center prior to opening.
- Monitor daily activities of the Day Center and communicate with Supervisor regularly.
- Supervise staff and volunteers.
- Order supplies and food as necessary and track inventory.
- Read and oversee the daily log activities.
- Communicate regularly with staff to discuss challenges and create solutions.
- Maintain calm and welcoming presence.
- Treat all clients in a culturally sensitive manner, assuring the CCS’ commitment to cultural diversity and inclusivity is met. Actively seek to become informed on issues where culturally-determined perceptions may be significant.
- Monitor client behavior and implement consequences.
- Respond to emergency situations in accordance with agency policy.
- Monitor the state of the Day Center and collaborate with Supervisor on needed repairs.
- Clean-up the Day Center after each day of operation.
- Maintain cleanliness and order in all areas.
Supervision:
- Responsible for hiring, training and managing of Host staff and interns for the Day Center.
- Monitor the quality of services provided by staff, provide necessary supervision, and conduct annual staff performance reviews.
- Recruit and Coordinate with potential volunteers, explaining the Day Center and answering questions.
- Interview and complete Volunteer Application process, including a WSP background check.
- Monitor the quality of services provided by volunteers by providing necessary feedback, training and supervision.
Fiscal Management:
- Responsible for annual budget of $300,000. Funding sources include government, grants and individual donations.
- Familiar with contracts which identify outcome and performance measures for continued funding.
- Timely completion of quarterly and annual invoicing and other reporting deadlines as requested.
- In conjunction with the agency Grants Manager, complete grant applications for consideration.
Maintain client information according to Quality Assurance standards:
- Maintain client information and ensure all necessary documentation is included.
- Develop and manage collection system for weekly client information including attendance, showers, laundry, and participation with service providers.
- Enter client data into database system for monthly and annual reports.
- Respond to client grievances and complaints in a fair and equitable manner under established procedures.
- Make sure client mail is tracked, stored and distributed safely, according to agency policy.
Community/Program Development:
- Welcome visitors from the community, including service providers and funders.
- Work with our established advisory board in further program development.
- Contact service providers, coordinate a schedule of their availability for clients, and post/update information as necessary.
- Attend community meetings as necessary and approved by Supervisor. Present on the operations of the Day Center.
- Engage with individual donors to further establish relationships within the community.
- Be proactive in building neighborhood relationships and collaborate with Supervisor.
- Participate in advocacy efforts.
Job Conditions
This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.
Qualifications
- AA/AAS Degree in social services or equivalent experience.
- One year of case management experience.
- Prior supervision experience.
- Strong writing skills.
- Ability to work independently and with a team.
- Valid WA State Divers License and ability to qualify as a driver under the agency’s policies.
- Obtain Washington State Food Worker Card.
- TB test or willingness to obtain.
- Willingness and ability to make sound judgment without on-site supervision.
- Ability to relate well to staff and residents from a diverse racial, ethnic and/or cultural background.

Preferred Qualifications
- BA degree.
- Fluent in language other than English.
