The Position

Beaverton Municipal Court is hiring a capable and highly organized person to oversee the operations of our Specialty/Treatment Court Programs, including the Behavioral Health Court and B-SOBR (Beaverton Sobriety Opportunity for Beginning Recovery Program) programs. The Specialty Court Coordinator ensures Beaverton’s treatment courts are following the latest evidence-based practices, manages and reports on grants, and implements process improvements to enhance participant outcomes.

The Behavioral Health Court (BHC) exists to promote public safety and recovery by providing opportunities for people with mental illness to stabilize, engage in treatment, access services and resources to promote their own recovery. The program is a probation diversion model that is approximately 12 months long and if successful, will result in dismissal of the case.

Launched in 2011, the B-SOBR program is the first and only evidence-based practice (EBP) DUII court in Oregon and is designed to treat individuals whose drinking and drug use is beyond their control but who continue to drive motor vehicles. B-SOBR participants agree to strict conditions in exchange for remaining out of jail, including regular reports to court, communication with a Case Manager, sobriety and urine tests, wearing an alcohol monitoring bracelet, committing to Alcoholics Anonymous or a similar program, and random check-ins from Beaverton police officers.

The ideal candidate is:

  • Knowledgeable about Specialty Court programs, including sentencing, sanctions, incentives, and treatment best practices or eager to learn about this area of law.
  • An effective program coordinator, who can manage multiple projects and stay on top of various details and timelines.
  • A collaborative communicator who can cultivate effective working relationships with customers, colleagues, attorneys, clinicians, judges, public officials, and the community.
  • Highly analytical and adept at monitoring and communicating performance measures and data.
  • Familiar with grant management and reporting, and enthusiastic about investigating new grant opportunities.
  • Excited to engage community partners and resources that will support BMC’s specialty courts.

This is a full-time, non-exempt, SEIU-represented position. There is one vacancy.

Responsibilities

  • Work closely with the specialty court team members to ensure compliance with probation conditions and maintain policy manuals, participant handbooks, program protocols and all court documents.
  • Serve as liaison between specialty court programs and the local, state and national specialty court associations.
  • Evaluate program operations, recommend improvements, and prepare reports for evaluation processes.
  • Assist in budget development and monitoring, researching potential funding sources.
  • Oversee grants, including applications, budgets, compliance, and identifying new grant opportunities.
  • Identify community and employment resources that support program participants in their recovery plan(s).
  • Manage program activities including marketing, outreach and communication.
  • Provide sensitive, confidential, and timely research and analysis in response to inquiries for judges, court staff, funders, and contract providers.
  • Develop and maintain materials for training, events, and program promotion.
  • Organize special events including graduations and team trainings and meetings.
  • Create work plans, timelines and resource allocations for assigned projects.
  • Support program operations, including procedure development and implementation.
  • Assist the law enforcement team by developing training for officers who conduct home visits or who have contact with participants.

Qualifications
Minimum Qualifications:

  • Bachelor’s degree in criminal justice, public administration, social work, social services, social sciences, or a related field, and
  • Two years’ experience in criminal justice, public administration, legal setting or a related field; or
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

Licensing and special requirements

  • Ability to pass reference checks and education verification, and satisfy the requirements of a background check, including fingerprints.
  • Ability to get CJIS/LEDS certification within 90 days of hire.
  • Ability to satisfy the requirements of a pre-employment drug screen.
  • Valid drivers license preferred.

Compensation
Wage range: $30.93 – $41.46 hourly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
