The Capital Division at NYC Parks is responsible for managing the design, construction and administration of capital projects to expand, improve and revitalize these public spaces.
Major Responsibilities
• Provide leadership and oversee human resource management at the Olmsted Center. Directly supervise staff assigned to the Capital Projects Personnel work unit.
• Serve as liaison with Human Resources, Payroll and Timekeeping, Benefits and Labor Relations. Work with the Chief of Staff and unit heads to identify staffing needs, research appropriate titles and job specifications.
• Review and approve all recruitment efforts, including vacancy documentation and interview panel assembly. Obtain and track approvals from various Agency divisions.
• Oversee the review and distribution of division payroll and resolve timekeeping issues. Maintain correct Citytime approvals and implement corrections resulting from promotions, transfers and new hires.
• Manage the administration and tracking of all annual, probationary and seasonal employee evaluations. Monitor annual leave balances and overtime earnings.
• Track and monitor the overall Capital Interfund Agreement (IFA) headcount, new hires and staffing losses, and ensure that employees are assigned to the correct budget codes. Provide detailed reports to upper management and oversight agencies.
• Oversee employee engagement initiatives including the development of worksite wellness events and other programs to engage staff.
• Administer remote work pilot program for the capital division and ensure compliance with related policies and guidelines.
Minimum Qual Requirements
1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
Preferred Skills
1. Excellent communication, administrative, supervisory and organizational skills; proficiency in Microsoft Word and Excel.
2. At least 3 years of Human Resources administrative experience, including staff development and researching and addressing staffing needs. Knowledge of New York City government hiring processes and systems.
3. Familiarity with the Capital Projects division and experience working with Human Resources, Budget, Labor Relations and Payroll divisions.
