Candidates hired for the position may work remotely within the United States (U.S.) or from one of our U.S. office locations.

Responsibilities

The responsibilities for the position include:

As a Cross-Functional Subcontracts Administrator, you will be responsible for providing support to proposal development teams related to subcontract, sub-recipients, and consultants. This includes working with division staff to create defined and robust statements of work, ensuring appropriate proposal and contractual compliance, organization conflict of interest risk mitigation, and preparing required source and price analysis justification for the proposal submission and the procurement file.

This highly visible position reports to the Senior Manager, Procurement and Subcontracts and closely collaborates with and supports the Business Development team. The successful candidate may manage post-award contracts, where needed. You will be part of a dynamic organization with an opportunity to influence and define your role as AIR grows. Specific responsibilities include:

  • Reviewing and interpreting client solicitations and requests for proposals or data calls related to subcontracts and consultants.
  • Leading screening process for team partners (consultants, subcontractors, suppliers).
  • Preparing and documenting moderate to complex procurements in accordance with client solicitation requirements, US Small Business Administration requirements, Federal Acquisition Regulations (FAR), Uniform Grant Guidance (UGG), Cognizant Audit Agency, and institution policy requirements.
  • Mitigating risk by keeping vendor files updated.
  • Preparing required source selection and Cost and/or Price Analysis documentation.
  • Supporting supplier diversity by:
    • Assisting in sourcing small and diversity-based subcontractors/suppliers
    • Establishing Small Business Individual Subcontracting Plans.
    • Completing State/Local Minority/Women-Owned Business forms and documentation.

Qualifications

Education, Knowledge, and Experience:

  • Bachelor’s degree, or commensurate experience.
  • At least 5 years’ experience in procurement, specifically Federal contracts and grants.
  • Demonstrated knowledge in promoting and supporting small business utilization and participation in government contracts and subcontracting opportunities.

  • Effective communicator with the ability to work with individuals at all levels and from diverse backgrounds in a virtual work environment.
  • Demonstrated ability to work well independently, and collaboratively as needed, while prioritizing multiple objectives and projects to consistently meet established timelines.
  • Strong analytical, organizational, critical thinking, and problem-solving skills.
  • Demonstrated ability to work with others in connecting disparate ideas into cohesive solutions with strong attention to detail.
  • Proficient in using standard Microsoft 365, including OneDrive, SharePoint, Excel (advanced), Word, PowerPoint, and Adobe Acrobat Pro

Disclosures:

Applicants must be currently authorized to work in the U.S. on a full-time basis. Employment-based visa sponsorship (including H-1B sponsorship) is not available for this position. Depending on project work, qualified candidates may need to meet certain residency requirements.

AIR’s Total Rewards Program, is designed to reward our staff competitively and motivate them to achieve our critical mission. This position offers an anticipated annual salary of $95000 to $115000 salary offers are made based on internal equity within the institution and external equity with competitive markets. Please note this is the annual salary range for candidates that are based in the United States.
