Essential Functions
Essential Functions:

  • Manages activities of staff in an operating unit or functional program area(s). Delegation of authority and responsibility for assigned tasks to subordinates.
  • Identifies needed areas of change/and or development and institutes changes to improve operations.
  • Plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
  • Reviews and oversees work schedules of others all subordinate levels.
  • Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Oversees the preparation of management and productivity reports and studies.
  • Oversees special investigations, internal audits, and research studies.
  • Oversees the preparation of and evaluates budget request.
  • Oversees the planning, development and operation of special projects or facilities.
  • Provides technical guidance in the unit or functional program area and the citywide organization.
  • Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
  • Testifies at hearings, trials, and legislative meetings as appropriate.
  • Performs related work as assigned.
  • Regular, reliable and punctual attendance is an essential function of the job,

Minimum Qualifications
Skills and Abilities:

  • Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management.
  • Ability to manage unit/program activities through the supervision of subordinate supervisors.
  • Ability to establish and obtain operating long-range goals and objectives for unit.
  • Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.
  • Ability to develop and evaluate administrative polices and procedures.
  • Ability to develop and implement budget.
  • Ability to communicate effectively, at all levels, both orally and in writing.
  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
  • Certification, Registration, or Licensure
    • May be required to be certified, registered, or licensed in a specialty area

Minimum Requirements:

  • 7 Years’ of experience in accounting, budgeting, financial analysis, or revenue collections with 2 Years’ of supervisory/management experience.
  • This may include experience in:
    • Implementing Improvement Initiatives
    • Strategic and tactical planning activities in areas such as business and organizational planning
    • Evaluates operational effectiveness.

Education:

  • Bachelor’s Degree in Economics, Finance, Business or Public Administration.
