Summary
The fixed route Lead Controller is responsible for the direct supervision of the fixed route Contollers and the Agency’s fixed route transit operations, to meet SunLine’s service standards for reliability, on-time performance and customer satisfaction, while ensuring full compliance with all safety requirements. The incumbent oversees and directs fixed route Controllers to manage routing, scheduling, and assigning bus driver personnel, equipment, answer questions and record all actions.
Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Plans, organizes, controls, supervises and evaluates the work of fixed route controller staff; implements departmental plans, work programs, processes, procedures and policies required to achieve overall department performance results; works with controllers to address and resolve operational problems and issues.
  2. Manages coordination efforts with internal departments and external agencies regarding incidents, accidents, emergencies, road conditions, adverse weather, service interruptions, detours, schedule changes and other emergent issues.
  3. Provides leadership and works with staff to develop and maintain a high-performance, customer service-oriented work environment that supports achieving the Agency’s mission, strategic goals and core values.
  4. Manages and assists controller personnel engaged in operating computer-aided dispatch equipment, AVL and other automated tools and two-way radio communication systems to monitor bus operations, coordinates rerouting of buses, implements detours and temporary stops to provide safe and efficient routes with limited service disruptions when needed, including communication of adjustments to stakeholders, and keep apprised of incidents or difficult situations.
  5. Oversees schedule assignments; ensure accuracy of more complex scheduling for outside of normal scheduled assignments, such as, Voluntary Call Back (VCB), Extra Board, Special Assignements, post-accident training and customer service traning as needed.
  6. Responds to operator questions on schedules/paddles, work assignments, timekeeping and pay; act as a liaison between operator and payroll department for inquires. Oversees the update of all operator information in database including days off, and attendance records, manage vacation and leave request and enters into the database, Defines any kind of leave or vacation according to agency procedures.
  7. Provide next level support to controllers on daily equipment availability and assignment; oversee assest management, key control and record keeping; ensures the performance of bus checkouts prior to pull-outs.
  8. Manages approval and administration of overtime; monitors timekeeping, attendance and request for time off; Assists in the maintenance of credentials and licensing documents.
  9. Creates weekly schedules, monitors attendance and acts on time off request for assigned staff.
  10. May use two-way radio equipment to provide advice and assistance on how to handle difficult, sensitive or potentially dangerous situations as they arise; responds to on-board alarms.
  11. Ensures staff conformance with Agency rules and regulations, including the drug and alcohol policy, as well as provisions of labor contracts and agreements; may participate in the resolution of employee concerns and grievances; makes standard interpretations of labor contract provisions to assigned staff.

OTHER DUTIES

  1. Operates Agency equipment for the purpose of operator training or in emergency situations.
  2. May act for the Senior Supervisor in that individual’s absence.
  3. May act for the Superintendent of Transportation in that individual’s absence with proper delegation of authority.

Minimum Qualifications

  • High school diploma or G.E.D equivalent; college course work in public or business administration highly desired;
  • At least four years of progressively responsible experience in public or private fixed route transit operations, of which at least two years were in a supervisory capacity; or an equivalent combination of training and experience.
  • A Class C California driver’s license,
  • A California Class B driver’s license with passenger endorsement and VTT rating or the ability to obtain a Class B license within three months of appointment, and the ability to maintain insurability under the Agency’s vehicle insurance policy.
  • A current TSI Transit Supervisor Certification Course certificate or equivalent is preferred within one year of appointment.
