NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Treasury and Payment Services Division has over 500 staff and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. The division is responsible for the oversight of all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.

Adjudications is responsible for conducting hearings on all parking and camera violations issued in New York City. It hosts in-person hearings in THE Department of Finance Business Centers in all five boroughs and also conducts hearings by mail, web, and by mobile app.

A Supervisor is needed in Adjudications to support the Chief Administrative Law Judge, the Deputy Chief Administrative Law Judge, the Administrative Law Judges, and assist in supervising staff who perform critical and time sensitive processing work in the Department of Finance’s Adjudication Division, which adjudicates more than 2 million summonses per year, and are assigned to various subunits.

Responsibilities include:
• Supervise the daily work of thirteen (13) clerical staff which include reviewing and monitoring the unit’s work queues and distributing incoming work daily to the staff. Work includes opening, sorting, and distributing mail; processing mail and summons receipts; checking the clerical organization and filing; verifying all holds have been keyed and all addresses/status have been updated; maintaining an orderly filing system for easy retrieval by coworkers and supervisors; quality control, and the timely submission of reports.
• Responsible for maintaining the unit’s Time and Leave in CityTime and ensuring proper daily coverage.
• Manage the unit’s Performance Standards; ensure all Tasks & Standards and Evaluations are up to date.
• Ensure daily work is set up and distributed to the Administrative Law Judges (ALJs) in the Business Centers.
• Work with vendors to resolve any HBM/HBW/violation issues; provide customer assistance for complex issues.
• Responsible for the compilation of all data and daily maintenance of the unit’s statistical spreadsheets to generate daily, weekly, monthly reports for the unit. Provide Chief Administrative Law Judge (CALJ) with metrics according to Division and Agency established guidelines.
• Handle Budget/PassPort for the Adjudications Division.
• Attend Budget meetings with the CALJ and assists with management reports.
• Review appeals claims against DOF records, such as Decision and Orders received by the respondent and databases, such as STARS, (the system of record), verifying all information; enabling the public to make sure they know their hearing determination as well as the proper amount owed for their summons(s).
• Prepare files for the appeals panel to adjudicate for respondents choosing to have their appeals heard by mail.
• Provide assistance to staff and public concerning complex Appeals and Advocacy issues.
• Process fraud reinstatement timely and accurately indicated by Legal Affairs.
• Schedule fraud reinstatement appeals timely.
• Oversee data tracking, business analysis, and completion of existing and planned projects relating to the various applications used by the division.
• Coordinate business analyses for multiple projects and documenting functional specifications and liaise between the operational units and the agency’s IT division.
• Special Projects and Assignments at the CALJ’s request.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in “1” above;
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must possess the one year of administrative or supervisory experience as described in “1” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in “1” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
