Position Overview

Examples of Duties
This position will be one of four Income Maintenance Supervisor III’s (Program Manager) responsible for the administrative supervision of income maintenance programs. These programs include Family and Children’s Medicaid, Food and Nutrition Services, Work First Family Assistance, Adult Medicaid, Child-Care, Long-Term Care Assistance, Special Assistance, Training/Quality Assurance, Program of All-Inclusive Care for the Elderly (PACE), and the Community Alternative Program (CAP), Energy, Refugee Assistance and all associated secondary programs and assigned staff.

This position supervises teams which are managed by a lower-level supervisor and will ensure the integrity, efficient, and effective operation of all income maintenance programs assigned to this branch of the Economic Services Section.

This position is responsible for reviewing all program reports, audit findings, quality control reports and providing input to management in order to plan the short and long-range work operations, set priorities and goals. In addition, this position is called on by higher level administrative staff, including agency director, for consultations pertaining to income maintenance programs, staffing patterns, and changes in policy or procedures.

This position provides guidance and technical assistance to lower-level supervisors through routine meetings and training sessions to ensure that lower-level supervisors are in compliance with program requirements and agency expectations. Reports from lower-level supervisors are used to monitor applications processed, caseloads and other operational indicators. This position is responsible for assuring that staff adheres to Federal and State standards regarding the quality of work required in processing income maintenance cases. Routinely this position is called on to serve on various local, regional, or state committees pertaining to income maintenance programs.

This position has supervisory responsibility for all income maintenance programs provided by the Economic Services Section. Lower-level supervisors and leadworkers assigned to this section provide direct second-party reviews and training of new and current staff during weekly unit meetings. This position has indirect responsibility for these tasks by monitoring, training, and supervising the direct work performed by others.

The worker in this position must be very flexible and have the ability to implement policies and procedures for all programs quickly and accurately. The ability to work under pressure is also essential to this position. Good time management skills and organizational skills are necessary since this position has the responsibility of managing seven teams with various functions.

This worker must respond to disasters as needed in accordance with the Cumberland County DSS policy or upon the declaration of a state of emergency by the Cumberland County Emergency Management Office.
Minimum Qualifications
MINIMUM EDUCATION & EXPERIENCE REQUIRED: Four years of experience in income maintenance program including one year of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience.

PREFERRED EDUCATIONAL & EXPERIENCE: Four-year degree in a Human Services field and four years of experience in an income maintenance program including one year of supervisor experience in an income maintenance or service program; or an equivalent combination of training and experience.
Knowledge, Skills and Abilities
KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of needs, problems, and attitudes of disadvantaged persons. Thorough knowledge of the use of the public assistance manuals. Considerable knowledge of all income maintenance programs and the forms and documents used in determining eligibility. Considerable knowledge of all agency programs and services. Considerable knowledge of community programs and services which could affect the client/applicant. Considerable knowledge of the budget and planning process. Considerable understanding of the budget process. General knowledge of basic supervisory/management skills. Skill in instructing, organizing, directing, and supervising lower-level employees. Ability to maintain a satisfactory working relationship with applicants and others contacted within the course of performing the work. Ability to assess needs and to plan for future requirements. Ability to read, analyze, and interpret rules, regulations, and procedures. Ability to communicate with supervisors, other agency staff, public officials, and the community orally and in written form.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Drivers License.
