GENERAL DEFINITION AND CONDITIONS OF WORK
Performs difficult skilled technical and administrative work supervising the operation and maintenance of the City’s electric transmission and distribution system; does related work as required. Work is performed under the general direction of the Electric Operations Manager. Supervision is exercised over subordinate personnel.
This is moderate work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms’ length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, atmospheric conditions, and oils.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Overseeing, supervising, and participating in the operation, maintenance and repair of the electric transmission and distribution systems; climbing poles and working around energized high voltage lines; operating equipment; preparing and maintaining files, records and reports; purchasing tools, materials, and equipment to avoid work delays; overseeing the use of division resources including effective use of personnel, equipment, and materials. Provides coordination, facilitation, and direction in support of the day-to-day activities of the electric crew leaders and line crews to optimize productivity in the field. Develops and coordinates switching orders for maintenance on substation equipment. Enforces all safety rules and applicable policies; ensures that all work is completed safely, up to City standards, and in a timely manner to meet deadlines. Oversees regulatory compliance activities such as Polychlorinated Biphenyls (PCB) handling and disposal. Oversees the installation of metering equipment and verification of meter cards and multipliers. Coordinates electrical distribution activities with outside agencies including contractors and engineers on field projects. Prepares and monitors specifications for lines and line locations. Evaluates programs and investigates new efficiency methods. Directs safety and training programs for the division and ensures proper safety precautions are followed. Manages contract crews engaged in construction of distribution lines, services and tree trimming. Assists with the recruitment and selection of division personnel; performs employee training, coaching, and evaluation of division staff; works with higher administration on discipline and other similar issues. Prepares and maintains a variety of records and reports. Oversees power restoration efforts in the field during widespread power outages. Oversees pole testing program. Serves as the Project Manager for capital projects. Assists with the preparation of the budget. Assists with truck and equipment specifications and recommends replacements; recommends additional tooling or equipment needs. Installs and splices fiber optic for the City of Monroe and other companies that have fibers leased from the City. Works outside normal hours in emergencies. Performs duties of the Electric Operations Manager in their absence. Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the practices, methods, equipment, materials, and tools used in the construction and maintenance of electrical distribution and transmission systems; thorough knowledge of the occupational hazards connected with electrical transmission and distribution duties and the safety precautions required; Thorough knowledge of OSHA regulations especially as they relate to construction, repair and maintenance of an electric distribution system; Knowledge of modern and effective supervisory principles and practices including leadership, motivations, communications, performance coaching and evaluation, and collaborative conflict resolution; Knowledge of governmental, personnel and purchasing practices; Working knowledge of personnel laws and regulations related to employment and safety; ability to read and interpret engineering designs, drawings and specifications related to electrical distribution work; ability to perform manual work and physical stamina to withstand working under adverse weather conditions; ability to climb poles; ability to understand and follow instructions in both oral and written form; ability to establish and maintain effective working relationships with associates and the general public; skill in the use and care of tools of the trade; ability to plan and supervise the work of subordinates.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and extensive experience in electric line construction and maintenance including extensive supervisory experience.
SPECIAL REQUIREMENTS
Possession of an appropriate commercial driver’s license valid in the State of North Carolina. Possession of Journeyman Lineman certification upon hire. CPR and basic first aid certification required.
