Construction Engineer/Inspector

Our Private Sector Enterprise Service line has an exciting opportunity for a Construction Engineer/Inspector to join our team! This position offers the opportunity to work with and be mentored by a team of national experts on technically challenging and innovative remedies. Initially, this position will be based at a Client site in Troy, NY for the next three construction seasons, and will then transition to supporting other engineering teams based out of Client sites or our Albany, NY, and/or Ramsey, NJ offices.

The initial assignment will require interaction with representatives of the Client’s implementation team including clients, regulatory agencies, construction managers, and contractors. The successful candidate will need to be able to prepare, understand and interpret design documents (technical specifications, construction drawings, etc.), produce daily field documentation such as reports, be able to communicate to the design team, conduct and document field changes to the design documents, work closely with a diverse, multidisciplinary project team, manage change, be able to perform field work such as construction oversight, and interface with the BC design team, field crews, and clients as needed. Travel and extended in-field assignments are required.

During construction down times and project transitions, this individual will be engaged to work on a broad spectrum of projects that include office and/or field assignments to support investigation/sampling activities, site inspections, work plan/report development, designs, permitting, or other environmental-related tasks.

Detailed Description:

  • Provide onsite Resident Inspection services for site remediation projects.
  • Collaborate with a Design Project Manager to address design issues; coordinate with Contractor’s project manager; obtain daily updates on project issues and status from Construction Inspectors; report issues to the Client.
  • Oversee and document construction projects from conception to completion.
  • Prepare and review design and bidding documents for completeness, constructability, and biddability
  • Generate project correspondence, including responses to Contractor correspondence in a timely manner to avoid delay, convey the Owner’s position, and protect the Owner’s interests.
  • Review and analyze Contractors’ Critical Path Method (CPM) schedules to ensure compliance with approved Contract schedule; address deficiencies.
  • Oversee onsite and offsite construction to monitor compliance with building and safety regulations along with quality construction standards and techniques.
  • Be familiar with the project plans and specifications for enforcement of their requirements.
  • Coordinate and resolve issues in the field with clients/owners, consultants, contractors, designers and regulatory agencies, and the affected public.
  • Prepare daily reports documenting weather, equipment, manpower, and construction activities, and daily progress photos, as well as monthly progress reports for project stakeholders.
  • Lead and/or assist with commissioning, testing, and start-up of process systems/equipment or facilities for turning over to the owner’s personnel.
  • Prepare effective and accurate record documents and all project, permit, and contract closeout documentation.

Desired Skills and Experience:

  • Minimum 4 years of related experience performing construction oversight, construction inspection, and facility start-up; 6-10 years of experience preferred.
  • Bachelor’s degree, Master’s degree preferable, in Civil Engineering, Environmental Engineering, Construction Management, or a related field. Candidates without an engineering degree but possessing significant construction management experience will be considered as well.
  • Construction background highly preferred as well as having worked in a resident/field/quality assurance oversight capacity on projects that involved environmental remediation and construction.
  • MUST HAVE Experience with various remediation technologies and their components.
  • Experience with remediation of former manufactured gas plant (MGP) sites is a plus but not required.
  • MUST Possess 40-hour OSHA HAZWOPER certification with a current 8-hour refresher or have the ability to take and pass the training/physical
  • Strong organizational and technical skills are required.

  • Strong verbal and written (technical writing) communication skills are required.
  • A valid driver’s license and a good driving record are required.
  • Ability to provide design/consultation in specialized areas, make decisions and solve problems.
  • Knowledge of construction management processes, means, and methods.
  • Ability to work effectively in a diverse team environment.
  • Ability to successfully manage and deliver on multiple tasks with competing priorities.

  • Ability to work for short periods of time in hot and cold weather (occasionally extreme conditions).
  • Ability to wear required personal protective equipment at sites including hard hats, steel-toed boots (or other approved toe protection), safety glasses, safety vests, respirators, etc.
  • Ability to stand for several hours observing and documenting field conditions or critical construction operations.
  • Ability to walk around sites of varying size that may have areas of uneven, muddy, and/or rocky ground to perform inspections and take photographs.

  • Ability to remain alert and vigilant while working around construction equipment and be able to walk swiftly for a short distance to clear an area where a potential hazard is identified.
  • Ability to climb stairs (2-3 flights) or ladders (up to 24 ft) to access structures for visual inspection.
  • Ability to lift objects up to 30 pounds.

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending on skills, experience, and education. These ranges may be modified in the future.

Location A: $68,000 – $92,000

Location B: $75,000 – $102,000

Location C: $82,000 – $111,000
