General Description

The City of Albany Facilities Maintenance Division within the Public Works Department seeks a full-time professional Computer Maintenance Management Systems (CMMS) Analyst. This position performs a variety of technical work in the day-to-day operation of the Public Works Computerized Maintenance Management System (CMMS) and Geographical Information System (GIS); provides support and training to end users as assigned.

NOTE: This position is full benefits eligible. Out-of-pocket cost for medical, dental, and vision coverage is approx. $48/mo. for employee only coverage up to a max of $137/mo. for family coverage.

Essential Functions/Duties & Responsibilities
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed.   1. Modifies and maintains CMMS and GIS data to support asset data analysis. Works independently with vendors, and Public Works supervisors to assist in program development by gathering information for assets and other new and old data and information needed to allow the asset data system to function effectively; creates new codes for the above areas mentioned and when necessary, modifies asset characteristics and descriptions.
  2. Provides daily user support including routine troubleshooting and system and data maintenance for asset data analysis, working closely with information technology staff and Technical Services Supervisor to evaluate responsibility for addressing specific requests.
  3. Assists CMMS Analyst II with the establishment and maintenance of user profiles within the CMMS, e.g., security settings and access controls for each program user.
  4. Assists with establishing equipment and asset records; associates the manufacturer’s maintenance recommendations with the records. Defines, compiles, and incorporates maintenance activities in the CMMS system. Provides guidance and support to end users in the operation, use, and capabilities of the CMMS.
  5. Coordinates with Public Works program supervisors to enter data efficiently and accurately into the system. Transposes data from source documents such as as-builts into the CMMS, ArcGIS, or related databases.
  6. Generates standard and ad-hoc reports using the standard report structure of the asset data system, and other end user reporting tools, provides information for the preparation and distribution of periodic standard location and equipment reports to support maintenance teams and management requests.
  7. Assists with hardware and software upgrades for the asset data analysis system.
  8. Performs quality control checks of asset data to ensure the accuracy of all data within the system.
  9. Provides input to Technical Services Supervisor on system needs, the performance of asset data software and hardware, and improvements to the asset data analysis system.
  10. Gathers and creates system requirements documentation by taking input from system users, customers and other stakeholders that outline what the CMMS will do to help a business achieve their objectives.
  11. Provides in-house training programs and manuals for asset data analysis software.
  12. Maintains professional networks and attends training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
  13. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.   18. Adheres to appropriate attire, grooming, and hygiene standards established for the position.
  19. Operates a motor vehicle safely and legally.
  20. Performs other related duties as required/assigned.

Supervision/Lead Work Exercised

This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.

Qualifications & Requirements

EDUCATION AND EXPERIENCE

A high school diploma or its equivalent and five years of related experience including significant responsible experience in the maintenance and use of a database application system, GIS software; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Special Requirements:

  1. Possession of or ability to obtain a valid Oregon driver’s license.
  2. The individual shall not pose a direct threat to the health or safety of themselves or others.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: the principles, theories and methods of database concepts, structures, and programming logic; and the various types, classes, uses, and interrelationships of assets within a typical municipal Public Works department.

Skill in: operation of listed tools and equipment used; CMMS software including creating, editing, and reporting on assets; GIS software including editing and modifying new and existing infrastructure; and demonstrated effective verbal, written, presentation, and communication skills.

Ability to: be a member of a self-directed, customer-oriented work team; listen to and interpret non-technical user requests or problems; operate and use various computers, computer-aided devices and software such as graphic workstations, GIS or CAD, and digitizers; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public.
