Position Summary

Responsible for understanding all the financial aspects for the District’s operations – operations and maintenance (O&M), capital, and labor – and understanding its financial position in the overall Utility’s financial position. Responsible for providing a variety of analysis and reports to the operating unit’s management as well as working closely with Treasury and Financial Planning and Analysis operating units. Identifies business improvement opportunities and works with the respective management to implement such. The position is also responsible for supporting Accounting financial systems in conjunction with the Lead Accounting Systems Analyst.

  • Collects, compiles, and analyzes data to support data driven decisions and strategies for the District’s budget and actuals.
  • Consults with managers in the use of analytical and reporting tools to develop effective cost, quality, and satisfaction

  • Responsible for documentation and maintenance of all policies, procedures and controls within this position are in the District’s policy repository, currently Policy Tech.
  • In collaboration with the Lead Accounting Systems Analyst, be accountable for ensuring accurate financial data and reporting is available and an integral part of decision-making processes regarding the District.
  • Develops and maintains the operations budgeting and reporting process.
  • Effectively leads individuals or groups of individuals in the training, implementation and monitoring of the budgeting and reporting process to achieve internal goals and performance
  • Maintains consistent and proactive awareness of current regulations related to accounting and bond compliance regulations as well as best industry
  • Develops relationships across the enterprise to develop consistent data requests, reporting requirements and Develops professional and effective relationships at all levels of the organization.
  • Is accountable for overseeing the development of quantitative budgeting and financial performance metrics based on leading and lagging indicators including the regular compilation, analysis, and reporting of relevant data relative to established goals and

Education and Experience

Required

  • High School diploma or
  • Minimum of two (2) year degree in Business Administration, Accounting, Finance, or related
  • Three to four years of analytical, data management and reporting, computer/ programming and or business

Preferred

  • Bachelor’s degree in Business, Economics, Finance, or related
  • Three (3) years of job-related experience may be substituted for formal higher
  • Four (4) to five (5) years’ experience specifically in the utility

Licenses and Certifications

Required

  • A valid State driver’s with no restrictions.

Knowledge, Skills, and Abilities

  • Knowledge of Grant PUD’s Strategic Plan, policies and procedures; financial/budgeting reporting; budget preparation; SharePoint; business and public administration principles; public utility processes (desired); electric utilities including electric transmission and distribution systems and generation; organizational behavior and change management concepts; financial aspects of the utility industry and specifically financial concepts such as return-on-investment and risk adjusted internal rate of return; business acumen and strong analytical skills with a strong knowledge of data analysis and risk assessment.
  • Skills in Microsoft 365 Suite (Word, Excel, Power BI, Project, PowerPoint, Teams, OneDrive), File360, SharePoint; computer skills that include word processing and spreadsheet; general computer skills such as inquiry, data entry, and printer operation; developing reports, analyzing processes and identifying and implementing efficiency improvements; requesting data, exchanging information, obtaining approvals, negotiating agreements, presenting findings and reporting conclusions; delivering technical and non-technical presentations, and speaking professionally and effectively before a wide range of audiences; researching, analyzing and understanding technology solutions and options; developing and tracking performance metrics; researching and abstracting information and supporting data in preparation for meetings; maintaining a high level of professionalism and maintaining composure even under stressful circumstances; working effectively with others and having good interpersonal skills; communicating effectively; planning, report writing, coordinating and administering; getting programs moving; leadership, adaptability, conflict resolution; making ethical decisions; working independently; thinking strategically; influencing people.
