Manager, National Delegate Engagement

About Us

The Office of the General Counsel handles all legal and compliance matters, litigation oversight, contract administration, intellectual property maintenance and enforcement, risk assessment, insurance portfolio management, corporate governance, national delegate management, and the administration of the Office of the National Board

You Will

The National Delegate Engagement Manager will lead the engagement of GSUSA Board members and National Delegates in the National Council process. S/he leads and enhances national delegate engagement throughout the triennium and is responsible for the preparation of national delegates for each National Council Session. S/he manages the vetting of agenda items for the National Council Session, including proposals. S/he manages task groups under the guidance of the National Board Development Committee to secure appropriate range of input into proposal process and NCS experience for national delegates. S/he reports to the Senior Director of Governance and works as a team with the Office of the National Board.

Essential Responsibilities

National Council Session Responsibilities
• Manage council proposal process for the National Council Session.
• Manage multiple advisory groups to ensure full engagement from stakeholders
• Create/implement educational opportunities for National Delegates
• Provide training to new CEO’s and Board Chairs on Movement Governance
• Consult with National Parliamentarian
• Manage the National Board proposal process for the National Council Session
• Recommend to Senior Director of Governance potential proposalsl for consideration
• Provide pertinent information and milestones for National Board Development Committee
decision-making regarding National Council Session
• Ensure the Board is fully prepared for their various roles in leading the National Council Session.
• Collaborating with GSUSA Convention team regarding National Board vision/requirements for
NCS
• Coordinate with Senior Director of Governance to define, assign and educate board members
to their roles
• Providing training to National Board
• Work closely with the team on the operations of the National Council Session to ensure proper and
effective management of the NCS business meeting.

Other General Responsibilities
• Contribute to the stewardship, relationship building and cultivation of board members on behalf of
GSUSA that results in a premier experience for all national board members.
• Responsible for providing the highest level of customer service and satisfaction for all board
members and staff within the Office of the National Board.
• Engage delegates throughout the country during the triennium; manage the delegate website and
recommend new methods of delegate engagement
• Responsible for all communication to delegates, CEOs, and other stakeholders regarding the
National Council Session and subsequent delegate engagement.
• Manage and be a resource for all 112 Delegate Liaisons across the country as they engage their
delegations in the National Delegate role
• In partnership with the Manager of Board Affairs, create and execute an engagement strategy of
the National Board and Council Delegations.
• In partnership with others on the team, curate various delegate education tools including the
delegate forums, delegate education toolkit, and delegation leadership webinars

• Responsible for Councill National Delegate data including delegate quotas distribution, delegate
allotments by council, council delegate data submissions, and delegate change process
management
• Responsible for production and distribution of the Early Alert, Delegate Workbook, Call to Meeting,
and Standing Rules, including subsequent publications as needed prior to the National Council
Session
• Maintain the most recent copy of the Blue Book and work with the Office of the General Counsel to
answer questions regarding the Blue Book

Required Competencies

  • Understand difference between Governance and Operations/Management
  • Understand council business cycle, federated model
  • Understand the democratic process in Girl Scouts, and education of members which is critical to successful Movement wide governance.
  • Primary contributor to Movement Alignment

Required Technical Skills

  • Office 365 or similar suites
  • Competency in PowerPoint or similar presentation software
  • Competency in Microsoft Excel or similar software

You Need

  • Bachelor’s degree or equivalent experience
  • Minimum of eight (8) years of related experience

WORK ENVIRONMENT: This job operates in a professional office environment.

POSITION TYPE / EXPECTED HOURS OF WORK: This is a full-time position. Days and hours of work are
Monday through Friday with a 35 hour per week schedule. Occasional evening and weekend work may be required
as job duties demand.

SALARY RANGE: $61,900 – $117,300
