About our opportunity:

The City of Asheville is seeking qualified applicants for the position of Water Maintenance Supervisor for the Water Resources department/Maintenance Division. The purpose of this classification is to supervise day-to-day operations and staff involved in the installation, construction, maintenance, and repair of water systems and equipment.

– Hiring Rate: $29.27

– Full Salary Range: $29.27 – $43.90

Essential Duties & Responsibilities

  • Supervises, directs, and evaluates assigned staff: plans, directs and reviews work of individuals and the team; processes employee concerns and problems and counsels as appropriate; recommends discipline, disciplinary actions, or discharge; completes employee performance appraisals and salary increases; participates in interviews and makes hiring recommendations; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; develops and oversees employee work schedules to ensure adequate coverage and control; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and
  • provide technical expertise; provides progress and activity reports to management; and updates and maintains department standard operating procedure manuals.
  • Ensures adherence to established regulatory requirements and safety procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; ensures compliance with established environmental protection rules, regulations and standards; responds to and investigates safety violations, accidents, injuries, and damage claims; and maintains all related documentation.
  • Monitors computer-based work order maintenance management system: ensures complete and accurate documentation of all work orders, completed maintenance and repairs, inventory of equipment, parts and supplies, etc.; utilizes data to schedule repair and maintenance activities; monitors volume and completion of work orders; and orders parts and supplies as needed.
  • Conducts on site work reviews: ensures full utilization of personnel, materials, and equipment with concern for quality, safety, and efficiency; ensures efficient distribution of work between sections and crews; and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and specifications.
  • Supervises work activities and projects: determines repair and maintenance needs, including leaks, line renewals, line repairs, water service shut downs, etc.; plans and manages water infrastructure installation projects, including budget management, right of way clearing, inspections, etc.; completes Boiled Water Advisory and collects and submits samples; coordinates communication with City departments, as well as county, and state agencies regarding water service interruptions due to City projects; and coordinates with private engineering firms and contractors regarding water infrastructure installations.
  • Monitors contracted work: communicates with contractors regarding work in progress and completed work; coordinates bid proposals for contracted services; reviews payment requests; works with contractor to correct deficiencies; approves payment requests; and maintains related documentation.
  • Assists in developing and monitoring budget and expenditure items relative to area of responsibility: recommends budgetary and capital additions; and identifies and recommends methods, measures and improvements to reduce operating costs without impacting service levels.
  • Identifies and recommends improvements, such as system improvements, methods of alternative repair/rehabilitation, new technology, etc. to increase efficiency and decrease negative environmental impact to the community: and assists with implementation as needed.
  • Coordinates work activities with other City departments, and local and state agencies and departments as needed: monitors water infrastructure during road construction projects; ensures maintenance, safety and function of systems during construction; and coordinates the relocation of meters, hydrants, mains, etc.
  • Receives and responds to escalated and/or complex inquiries, concerns and complaints from customers: investigates and resolves customer complaints; and determines validity and corrective action to be implemented.
  • Monitors contracted work: communicates with contractors regarding work in progress and completed work; coordinates bid proposals for contracted services; reviews payment requests; works with contractor to correct deficiencies; approves payment requests; and maintains related documentation.
  • Assists in developing and monitoring budget and expenditure items relative to area of responsibility: recommends budgetary and capital additions; and identifies and recommends methods, measures and improvements to reduce operating costs without impacting service levels.
  • Performs related duties: attends meetings; coordinates communication across departments regarding water utility maintenance activities; and serves as duty officer, as scheduled.

    Communicates with supervisor, subordinates, other City employees, contractors, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains as appropriate various forms, reports, correspondence, leave requests, timesheets, applications, product specifications, as built and construction plans, work orders, corrective action forms, standard operating procedures, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Education & Experience
High school diploma or GED required, with vocational or technical training in construction management, water distribution, utility maintenance, or a related field; supplemented by three years of experience in water utility installation, maintenance, and repair; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid North Carolina Class A Commercial Driver’s License (CDL), including appropriate endorsement(s). Must possess and maintain the following additional certifications or licensures: CPR, First Aid, Flagger, Forklift, Work Zone Supervisor, Trenching and Shoring, Confined Space, and must possess a Class A Water Distribution License.
