The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection conducts more than 55,000 investigations of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. In early care, ACS coordinates and funds programs and vouchers for close to 100,000 children eligible for subsidized care.
The Division of Youth and Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles (e.g., youth) awaiting disposition in family, criminal and supreme courts. DYFJ also oversees a wide network of providers throughout the five boroughs that operate Non-Secure and Limited Secure Placement sites for youth who are adjudicated delinquent and are placed by the New York City Family Court, and a vast network of community-based alternative programs for youth involved in, or at risk for involvement in the Juvenile Justice system.
Under administrative direction, the Program Supervisor will manage the coordination, implementation, facilitation, documentation and assessment of enrichment, prosocial, vocational, and recreational activities for young people remanded to and/or placed in the care and/or custody of ACS within an assigned secure detention facility, including weekends. Specific duties include, but are not limited to:
• Directly manage, coordinate and lead the day-to-day implementation and facilitation of programming within a juvenile detention facility for youth pending court proceedings or as a sentence after a conviction for either felony or misdemeanor offenses, including indoor and outdoor activities and workshops, youth and family-focused events, daily living activities and schedules.
• Directly supervise a Unit of Programs staff and actively participate in the development, coordination and provision of orientation and in-service training, coaching and supervision to promote the professional development of staff.
• In consultation with the Director of Programs, monitors employees performance and manages disciplinary matters as warranted including recommendations for disciplinary action for noncompliance with programmatic directives.
• Collaborate with ACS-contracted vendor and partner program staff, volunteer and Facility operations staff to design, coordinate and implement youth and family-focused events, enrichment and prosocial programming, and daily living activities, including related vocational programming and internships and after-school activities to promote youth engagement and achieve idleness reduction in accordance with the needs and interests of the youth.
• Ensure the required development, completion, distribution, and maintenance of reports and other documentation including weekly recreational and program schedules, statistical reports, data entry, internal monthly, quarterly and annual reports (on requests) and programming logs that are contemporaneous, accessible and used as the basis for planning, management and evaluation.
• Maintain collaborative and ongoing relationships with the Department of Education (DOE), ACS-contracted behavioral and mental health staff, and DYFJ facility staff to ensure appropriate development, implementation and maintenance of a youth behavior management system; as well as facilitation of necessary orientation and/or coaching of staff.
• Represent the programming unit at detention, milieu-based meetings and conferences to support the planning, development and coordination of care and behavior plans and discharge recommendations for youth.
• Together with the Director of Programs, perform data collection and tracking, identify trends, review incidents, review policy, facilitate tours with external guests and visitors and mitigate operational issues related to coverage and facility coordination.
• Candidate must be willing to travel, and attend meetings and events, across ACS’ secure detention facilities as well as work evenings and weekends.
Minimum Qual Requirements
1. A master’s degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or
2. A master’s degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in “1” above including two years in an administrative capacity; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have two years of administrative experience in a child care setting.
