HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion-the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.
The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Services, the Bureau of Preservation Design Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.
Your Impact:
As a Senior Environmental Planner for BLDS in conjunction with the New York City Housing Authority (NYCHA), you will work on assigned NYCHA projects where you will use your technical and regulatory expertise to oversee and ensure NYCHA environmental reviews for all Asset and Capital Management (A&CM) projects are complying and consistent with National Environmental Policy Act (NEPA; 24 CFR Part 58).
Your Role:
The ideal candidate should have a Bachelor, or Graduate Degree in Urban or Environmental Planning, Environmental Studies or Environmental Science are strongly preferred. S/he should be able to negotiate with diverse technical specialists and apply sound judgment in technical matters.
Your Responsibilities:
• Manage and participate in the preparation of EAS, EAF, EIS, and similar environmental review documentation for multiple real estate transactions and other departmental initiatives;
• Assist with the administration of the CEQR, SEQRA, and NEPA processes;
• Asist with onboarding of other environmental professional services as needed for capital projects;
• Consult and coordinate with local, state, and federal regulatory agencies;
• Serve as the NYCHA liaison for inter-agency environmental collaborations;
• Support the Agency’s environmental response activities as required;
• Establishing project timelines and assuring projects are completed on schedule.
• Draft and review requests for proposals;
• Presentation of analyses to the NYCHA Executive Team, inter-agency partners, elected officials, residents, stakeholders, and colleagues;
• Work closely with colleagues from NYCHA, as well as NYC, NY State, and Federal agencies involved in the development of affordable housing; and
• Assure project consistency with the current environmental review requirements.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to 1″” above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in “2” above.
Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in “2” above.
Preferred Skills
1. Skilled in NEPA, CEQR, and SEQRA reviews.
2. Proficiency with the CEQR Technical Manual.
3. Experience with Capital projects.
4. Involvement in affordable housing development.
5. Knowledge of NYCHA properties.
6. Highly organized, demonstrate the ability to multi-task and meet deadlines, and possess excellent communication and computer skills.
7. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.
8. Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.
9. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.
10. Proficient in the operation of Microsoft Suite.
11. A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.

***PLEASE NOTE*** Any finalist hired into this position will need to take and pass the next Open-Competitive City Planner exam that is posted. In addition, the position is open to applicants who are already permanent in the City Planner title, or permanent in another comparable civil service title.
