Operations & Management Specialist

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Office of Employee Services (OES) is responsible for the agency’s human capital administration and development, including recruitment, personnel, civil service administration, employee and labor relations, performance management, learning and professional development, time and leave, payroll, benefit programs, employee communications and recognition, agency-wide events and liaising with oversight agencies such as the Department of Citywide Administrative Services, Office of Labor Relations, the Department of Investigation, and the Conflict of Interest Board.

An excellent opportunity is available for a resourceful professional to work in the Office of Employee Services. The selected candidate will serve as the lead on division-wide projects and provide oversight support for workforce management operations and programs. This position requires managing time-sensitive and confidential issues, research and analysis, problem solving and critical thinking in a fast-paced work environment.

Responsibilities include and are not limited to the following:
• Provide management support for coordination, planning, oversight, and project execution, this includes utilizing standard project documentation and methodology and project tracking and reporting procedures.
• Research, analyze, plan, develop, implement, monitor, and assess programs, operations, and initiatives.
• Serve as project lead. Coordinate and implement agency programs and initiatives. Establish and ensure follow-through on project plans and manages implementation to meet agency objectives and timeframes.
• Assess and revise programs and procedures, make recommendations. Propose and substantiate new and revised standards and guidelines. Analyze, document, and make recommendations for improvement to work processes and procedures to meet the division’s and agency’s goals.
• Perform complex research and data analysis. Coordinate, compile and report on key performance indicators and metrics.
• Research, facilitate, resolve, and communicate confidential and complex issues.
• Lead and participate in conferences and meetings. Establish and maintain effective work partnerships with agency personnel, oversight agencies and external organizations.
• Maintain confidentiality and communicate agency and management directives and objectives, as directed.
• Perform related work, including development and implementation of proposals, presentations, correspondence, reports, and other documents.

Minimum Qual Requirements

A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.

Preferred Skills
• At least 3 years progressively responsible experience in human resources, workforce management, operations and management or a related field.
• Ability to interact with IT and business operation to translate business requirements into actionable plans.
• Prior experience with process documentation and process automation.
• Capable of leading OES work process improvement projects across multiple teams and stakeholder.
• Experience resolving complex issues, excellent organization and analytical skills.
• Highly adaptable, must possess excellent communication and presentation skills with the ability to work within short deadlines.
• Demonstrated customer service experience and ability to work in a fast paced, confidential work environment, with competing priorities.
• Ability to be responsive, effective people skills and ability to work with employees at all levels.
• Proficiency in MS Office, Word, Excel and PowerPoint, is required.
• Experience with Human Resources systems (NYCAPS, PMS, PRISE and CHRMS) a plus.
• Project Management Professional certification a plus.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
