The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Finance Information Technology (FIT) Division provides support for all facets of DOF’s computer systems, including hardware, software, applications, and data security. FIT delivers the secure applications and infrastructure that DOF needs to achieve results.

The Finance Information Technology (FIT) Division is seeking a Senior Applications Database Administrator with specialized technical skills required to support the Property Division’s modern SAS Databases, as well as its legacy ACCESS databases. In addition, this role will be required to work actively across Network Operations, DevOps, and Application Development teams to ensure that internal monitoring systems, such as Splunk, are configured correctly to monitor our databases for optimal support. The Senior Applications Database Administrator will report to the Director of Database and Application Infrastructure. Responsibilities and duties will include, but are not limited to the following:

Responsibilities:
• Lead and manage the installation, configuration, and maintenance of Database servers running Oracle, DB2, SqlServer and critical decision support systems, including SAS and Splunk.
• Troubleshooting of application and infrastructure issues and outages to ensure applications are operational for all critical systems.
• Design and Architect the application infrastructure according to industry standards and best practices.
• Oversee the troubleshooting of database issues and outages to ensure databases are on-line and operational for all critical systems.
• Participate in Audits and take corrective actions to ensure critical components perform as expected.
• Support user queries related to SAS, Splunk, ESRI and other integrated components.
• Direct regular query evaluations to ensure System performance is not impacted by long running or resource intensive queries.
• Support technical communications and change management activities with the Office of Technology and Innovation (OTI) and other agencies as required.
• On-call support after hours and/or weekends as necessary.

Minimum Qual Requirements

1. A master’s degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in “1” above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in “1” above; or

4. A satisfactory combination of education and experience equivalent to “1”, “2” or “3” above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in “1” above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in “1” above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in “1” above.

Preferred Skills
• Public sector and/or NYC Agency experience preferred.
• Strong knowledge of Windows, Linux, databases and Cyber Security.
• Experience with Unix shell scripting.
• Experience with High Availability and/or other Disaster Recover (DR) options for databases.
• Strong knowledge of application development life cycle.
• Excellent verbal and written communication skills.
• Demonstrated experience working with technical and non-technical staff.
• Excellent organizational and planning skills with the ability to demonstrate strong professional problem-solving abilities.
