The Department of Citywide Administrative Services’ (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.
Broadly, DEM is tasked with leading the City’s efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by 2025 (40×25), 50 percent by 2030 (50×30), and 80 percent by 2050 (80×50). Beyond 40×25, 50×30, and 80×50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaic on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.
The Associate Engineer, Technical Services Team (TST) will work within DEM’s Operations Unit, under the guidance of the Director, of Technical Services, but in extremely close coordination with DEM’s other units.
The Associate Engineer, TST will be charged with responsibilities including, but not limited to, the following:
1. Manage energy audit execution with external consultants.
2. Review and provide guidance related to audit recommendations
3. Help manage retro-commissioning projects.
4. Lead efforts to refine and implement a Measurement and Verification (M&V) strategy to assess the efficacy and improve the performance of DEM’s energy programs.
5. Assist with the development of an audit and retrofit program for small and mid-size buildings.
6. Provide engineering support and technical assistance to other TST members and DEM program teams.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
The preferred candidate will bring the following skills and experience to this position:
• At least three years of experience in analyzing HVAC equipment operations and specifying equipment upgrades to improve system energy performance.
• Knowledge of and experience in using ASHRAE Procedures for Commercial Building Energy Audits and Retro-commissioning.
• Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) credential.
• Familiarity with boiler and chiller operations and maintenance; HVAC controls; computerized building automation and energy management systems; variable air volume (VAV) distribution systems; steam and chilled water system optimization methods; and overall heating and cooling system performance.
• Familiarity with Local Law 87 (2009) – Energy Audit and Retro-Commissioning.
• Familiarity with issues pertaining to energy efficiency in existing buildings.
• Familiarity with energy cost, savings, and greenhouse gas calculation methodology.
• Strong analytical abilities and written and verbal communication skills.
• Proficient computer skills, including Microsoft applications (Advanced Excel skills strongly preferred).
