ASSISTANT COMMISSIONER, FINANCIAL SERVICES

Financial Services is responsible for DHS Administrative Other Than Personnel Services (AOTPS) Budget, Payment Services and Contract Management. These functions primarily cover non-human services actions that support agency wide operations impacting the core services DHS provides to our homeless population. Financial Services centralizes and manages these services and provides programmatic support. Allowing DHS Programs, the ability to focus and enhance the core services provided to our client population.

The Assistant Commissioner for Financial Services is responsible for overseeing the following units: Budget Operations, which manages an annual $200 M AOTPS budget, Administrative Contracts, managing primarily non-human services contracts of $200 M+ and Payment Management Services, responsible to processing invoices, purchase orders and other agreements.

The Department of Homeless Services is recruiting for one (1) Administrative Staff Analyst M-4 to function as an Assistant Commissioner for Financial Services, who will:
• Manage the Administrative Contracts unit responsible for existing and new contracts. Review and approve contract specifications, bids and oversee negotiations with vendors on pricing and services. Conduct meetings with the ACCO’s office to provide timely contract registration and execute other procurement actions for existing and new contracted services. Respond to inquiries from NYC Comptroller’s Office, Mayor’s Office of Contracts, DSS Agency Contract Officer Office, DSS Finance and other external and internal entities questions related to DHS contracts. Ensure sufficient contract authority is available for ongoing operations.
• Oversee the Payment Management Services (PMS) unit to administer accurate and appropriate time sensitive payments for multi-year contracts and purchase orders. Administer available contract authority and discuss increases in contract capacity as necessary. Manage the agencies’ fiscal year end accruals and ensure sufficient encumbrances are available to maximize appropriate fiscal year budget.
• Oversee the agency’s AOTPS Financial Plan to ensure contracted services are properly funded and perform cash-flow reconciliations. Review and finalize the submission of New Needs and Cost Reduction initiatives for DSS Finance and OMB approval. Review the preparation and approve submission of the agency’s quarterly surplus/needs analysis and annual projections/spending plans.
• Collaborate with senior and executive staff to establish short- and long-term plans for operational enhancements and efficiency; establish goals, objectives and priorities; allocate personnel resources and staffing to ensure administrative policies are applied into workable processes and procedures for establishing and maintaining organizational controls.
• Develop consistent improvement strategies for the FSD for the accomplishment of Agency goals. Identify key performance indicators for FSD and plan projections for each fiscal year based on Agency’s current priorities.
• Manage and interpret citywide initiatives and policies, implement agency wide. Evaluate and amend DHS policies and procedures to maximize operations and implement within scope of agency and Citywide agreements.
• Advise the senior management and take action, when necessary, in order to ensure effective and efficient operations in collaboration with DHS internal and external partners.

Minimum Qual Requirements

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Preferred Skills
• Excellent skills in quantitative data and policy analysis.
• Knowledge of NYC Budget Practices.
• Familiarity with software, such as NYC’s Financial Management System, PASSPORT, Enterprise Management System (EAM), Info Advantage Reports, and Crystal Reports.
• Knowledge of Procurement Policies Board (PPB) rules and the City of New York contract process.
• Strong writing, communication, and interpersonal skills.
• Ability to analyze, evaluate and solve difficult operational problems.
