DIRECTOR, BUILDING COMPLIANCE UNIT

Facility & Logistics (F&L) division is responsible for providing both direct and indirect maintenance and repair services to City owned and operated facilities using in-house skilled trade-workers, maintenance contracts, inspectors and purchasing operation. The Building Compliance Unit (BCU) directly oversees the City’s Shelter Repair Squad (SRS). Consisting of a team of architects, project managers and administrative support, BCU monitors the building compliance database (BCS) as it relates to violations against shelters. The unit performs daily field assessments to verify violation remediation, compiles data for the Shelter Repair Scorecard for the Mayor’s Office of Operation, works closely with DOB, FDNY, HPD and DOHMH on compliance.

The Department of Homeless Services is recruiting for one Administrative Supervisor of Buildings M-2 to function as a Building Compliance Unit (BCU) Director, who will:
• Manage the BCU team’s workload and daily field assessments to verify violation remediation and compile data for the Shelter Repair Scorecard for the Mayor’s Office of Operation.
• Oversee Scorecard monthly violation downloads and daily scorecard tracking to ensure daily violation closures for Neutrality, including High Priorities.
• Communicate directly with Shelter Directors/Providers regarding violations to address issues and/or concerns.
• Manage and maintain information system to provide data related to violations, cost, and schedules to maximize operations.
• Make recommendations to the Assistant Commissioner of Inspections and Compliance regarding pending violations and inspection processes.
• Oversee the status of contractors working on violations and report progress.
• Supervise staff by confirming violations and reviewing field assessments regarding the work needed for the corrections of the building violations.
• Analyze reports and ensure maintenance of records concerning city building violations, inspections.
• Perform additional duties related to the tasks listed above including assisting the division in other administrative/ facilities related assignments.

Minimum Qual Requirements

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to “1” above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in “1” above.

Preferred Skills
• Excellent written and verbal communication skills.
• Experience with NYC DOB/FDNY/HPD/DOT/DEP/DOHMH codes, rules or regulations.
• Ability to manage and coordinate the delivery of multiple projects simultaneously.
